As Lead Director, Technology Strategy and Program Governance, you will play a pivotal leadership role in defining the strategic direction, governance model, and operating excellence of the Third-Party Administrator and Payer Solutions Technology organization. Supporting technology capabilities across Meritain Health, one of the nation's largest third-party administrators, and a portfolio of payer solutions businesses within the Aetna ecosystem, the Lead Director, Technology Strategy and Program Governance will help drive innovation, business growth, modernization, and exceptional client experiences through technology.
The Lead Director, Technology Strategy and Program Governance serves as a trusted advisor and key strategic partner to the Head of Technology for Third-Party Administrator and Payer Solutions, helping align business objectives, technology investments, organizational priorities, and execution strategies. This highly visible leader will provide direction across strategic planning, portfolio oversight, financial stewardship, executive communications, operating rhythms, and organizational effectiveness while enabling informed decision-making and successful delivery of critical initiatives.
As part of a growing 300-person technology organization, the Lead Director, Technology Strategy and Program Governance will influence the multi-year technology vision, guide investment and prioritization decisions, strengthen governance practices, and establish scalable operating mechanisms that improve transparency, accountability, and business outcomes. The Lead Director, Technology Strategy and Program Governance will partner closely with executive leadership to advance transformation initiatives, elevate organizational performance, and shape the future of healthcare technology through innovation, operational excellence, and measurable impact. This role offers a unique opportunity for the Lead Director, Technology Strategy and Program Governance to serve at the center of technology strategy and execution, working across business and technology teams to accelerate growth, enable modernization, and deliver meaningful enterprise-wide results.
Define and evolve the multi-year technology strategy, executive roadmap, and investment priorities while translating strategic objectives into actionable plans, business cases, and executive presentations for leadership and board-level stakeholders.
Lead the operating rhythm of the technology organization, including strategic planning, leadership team governance, operating reviews, workforce planning, executive forums, and organizational communications.
Oversee technology portfolio governance, capital planning, financial management, and strategic initiatives to ensure investments align with business priorities and deliver measurable outcomes.
Drive accountability across strategic programs and technology initiatives by monitoring delivery performance, risks, dependencies, operational metrics, and portfolio health while ensuring transparency to executive leadership.
Partner with Engineering, Product, Architecture, Operations, Finance, Human Resources, and business stakeholders to strengthen organizational effectiveness, talent strategy, delivery governance, and technology transformation outcomes.
10+ years leading enterprise technology strategy, organizational planning, portfolio governance, business operations, and large-scale transformation initiatives within complex organizations.
10+ years partnering with senior technology and business executives to influence investment priorities, operating model evolution, organizational effectiveness, and long-term strategic direction.
10+ years overseeing technology portfolios, capital investments, financial planning, governance processes, delivery performance, and risk management within large-scale technology organizations.
8+ years creating executive presentations, board materials, business cases, operating reviews, strategic recommendations, and leadership communications for C-suite and senior stakeholder audiences.
5+ years collaborating across software engineering, infrastructure, cybersecurity, architecture, product management, and technology operations organizations to drive alignment, solve complex challenges, and accelerate execution.
Experience within a healthcare, payer, third-party administrator, financial services, or Fortune 100 technology organization.
Experience in technology strategy, management consulting, digital transformation, innovation, or business management functions supporting senior technology leadership.
Familiarity with healthcare technology trends, payer modernization, digital health platforms, Artificial Intelligence, and emerging technologies impacting healthcare operations.
Experience supporting a Chief Technology Officer, Head of Technology, or senior technology executive in strategy, planning, portfolio management, program governance, or business operations functions.
Experience governing large-scale transformation programs, technology investment planning, capital planning, portfolio prioritization, and executive reporting within complex organizations.
Bachelor’s degree from accredited university or equivalent work experience (HS diploma + 4 years relevant experience).

Pay Range
The typical pay range for this role is:
$144,200.00 - $288,400.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
