Home Care Agency Administrator – PAS / Texas HCSSA
We are a Texas-licensed HCSSA Personal Assistance Services (PAS) agency seeking a qualified Administrator to oversee day-to-day agency operations, compliance, staffing, client service coordination, and regulatory requirements.
This is a key leadership role for a growing non-medical personal assistance services agency. The Administrator will be responsible for helping maintain survey readiness, implementing compliant operations, supervising agency processes, supporting staff, and ensuring services are delivered in accordance with agency policies and applicable Texas HCSSA requirements.
Responsibilities
We are looking for a positive, dependable, high-integrity leader with a calm and professional presence to represent the agency well with clients, families, staff, referral sources, regulators, and the community.
Oversee daily agency operations for a Texas-licensed PAS HCSSA.
Maintain compliance with 26 TAC Chapter 558, agency policies, and applicable Medicaid and payer requirements. We plan to apply for other contracts as well.
Serve as the agency’s designated Administrator.
Maintain survey readiness and coordinate responses to HHSC requests, surveys, or corrective-action items.
Oversee QAPI, EPP, service coordination, scheduling, documentation, complaints, incident follow-up, and quality assurance activities.
Help recruit, orient, and evaluate office and field personnel.
Ensure client records, training records, and compliance documentation are complete and organized.
Help maintain policies and procedures related to client rights, abuse/neglect/exploitation reporting, emergency preparedness, infection control, HIPAA/confidentiality, and service documentation.
Coordinate Medicaid, EVV, TMHP, payer-contracting, and credentialing workflows as applicable.
Participate in community outreach and growth planning as the agency expands.

Must meet Texas HCSSA Administrator qualification requirements for a PAS agency.
High school diploma or GED required, unless candidate qualifies under another accepted education/licensure pathway.
Experience in home care, PAS, community-based services, healthcare operations, Medicaid, or a related setting strongly preferred.
Prior administrator, alternate administrator, director, manager, or operations experience in a licensed home care or healthcare setting preferred.
Knowledge of Texas HCSSA rules, PAS operations, EVV, Medicaid, TMHP, and payer credentialing preferred.
Strong leadership, organization, communication, documentation, and problem-solving skills.
Ability to read, write, and communicate clearly in English.
Comfortable using EMR/software systems; KanTime experience is a plus but not required.
Must complete required Texas HCSSA administrator training if not already completed.
Must pass background screening, exclusion screening, and other employment checks required by agency policy and applicable law.
Valid driver’s license, reliable transportation, and ability to participate in agency/client-site activities as needed.
Preferred but Not Required
Current Texas RN, LVN, physician, social worker, therapist, nursing home administrator, or other healthcare professional license.
Prior experience with HHSC surveys, Medicaid enrollment, MCO contracting, EVV, or PAS start-up operations.
Experience developing compliant workflows, personnel files, client documentation systems, and QAPI processes.
Work Environment
This is a leadership position with responsibility for agency operations, compliance, staffing, and service coordination. The role may include office work, remote administrative work, staff supervision, client/service review, and occasional in-home or community visits as needed.
