Summary
The Maintenance and Operations Supervisor plans, directs, and performs skilled maintenance and repair of historic sites and statewide buildings and properties including the State Archives and ISHS Administration located in the Idaho History Center, Idaho State Museum, Bureau of Reclamation building, Table Rock, Historic Assay Building, Old Idaho Penitentiary (OIP) and OIP campus and historic buildings, and ISHS historic sites properties throughout the state. Functions as a leader over skilled trade areas; performs related work often in accordance with the Secretary of Interior Standards for Treatment of Historic Properties. This position requires working in, on and around historically significant buildings, equipment, sites, and documents. Consultation with others, special considerations, conditions, and maintenance methods are often required to complete projects. This position supervises a team of three maintenance craftsmen and works closely with the ISHS leadership team to ensure compliance with our Agency’s guiding documents. Serves as project manager for special ISHS initiatives and other projects as assigned.
Job Responsibilities
Supervision
- Evaluates physical, mechanical, and structural aspects of 62 existing buildings and remnants of historic state-owned property of which the ISHS has administrative responsibility.
- Serve as Agency representative with the Division of Public Works (DPW) and ISHS project manager for maintenance and preservation work conducted on buildings for which the Society is responsible and assures Agency expenditures take place within contract amounts and spending authority.
- Coordinates projects on historic buildings with communities, private organizations, and other state agencies.
- Solicits bids for building material, supplies and contract services.
- Inspect construction projects for conformance with plans and specifications and reviews and make recommendations to the leadership team.
- Serves as liaison with architects, contractors, DPW and others in the developments of construction, preservation and restoration proposals on appropriate projects approved from various funding sources at the Agency.
- Recommends budget needs and advises leadership for maintenance needs of its buildings, following life safety codes and regulations; ensures building energy conservation techniques; follows building codes and related regulations.
- Provides recommendations on hiring of maintenance staff; prioritizes and assigns duties to the appropriate staff; conducts training and performance management on maintenance team.
- Creates and maintains a work order system to track work orders, assess and evaluate emergency and routine requests from agency personnel to ensure timely responses for all repair and maintenance; verifies completion of work orders and assures work orders are processed on time, accurately and completely.
- Directs maintenance staff for special event set-up and maintenance as needed.
Maintenance/Operations
- Plans, implements and administers preventative and predictive repairs and emergency maintenance programs in consultation with the ISHS leadership team.
- Ensures preservation and restoration work conducted on Society buildings are accomplished within current agency preservation guidelines and those of the Secretary of Interior’s Standards for the Treatment of Historic Properties.
- Guides and provides input on capital improvement plans and related budget priorities.
- Develops policy and procedures recommendation and preventative maintenance program on all ISHS operated buildings and maintenance programs in consultation with leadership team.
- Ensures proper operation of boiler, chiller, air conditioner and computerized HVAC monitoring and control systems.
- Ensures monthly/semiannual/annual inspections on fire extinguisher and alarm control systems; ensures elevator inspections and building safety inspections are completed in a timely manner and comply with all state and federal rules and regulations.
Promoting Responsible Government
- Advises the Agency Leadership Team and participates in organizational development, including timely strategic and budget planning, conflict resolution, accountability practices, and decision-making in accordance with industry best practices, enhancing staff development, creating a highly productive and positive work environment, and monitoring agency project performance.
- Provides strategic direction to the Agency through participation on select agency and partner organization committees as outlined in the strategic plan.
- May serve on select regranting committees and/or make critical funding decisions for partners and other entities across the state.
Other Responsibilities
- Provide support to agency public programs and outreach effort.
- Moderate travel in support of Agency Historic Sites Program, leadership development opportunities, and appropriate program and outreach support.
- Some amount of weekend and evening time spent at ISHS programming events and workshops.
- Occasional after-hours required for emergencies.

Minimum Qualifications (Required)
Good knowledge of:
- Building maintenance and operations functions, building energy conservation techniques Building codes and related regulations- Typically gained by at least four(4) years of training and/or experience where required to perform a majority of building maintenance work; should involve exposure to all trades - carpentry, plumbing, electrical, painting; energy conservation, etc.; following building codes and regulations.
Some knowledge of:
- EPA and OSHA related safety codes and practices-Typically met by an eight (8) hour training course on EPA and OSHA related safety codes and practices, or related training while working in building maintenance activities.
Experience:
- Supervising staff and training employees in maintenance activities-Typically gained by least one (1) year work experience of leadwork/supervisory background including training of maintenance staff and monitoring workmanship.
- Performing carpentry, concrete placing, plumbing, electrical, and HVAC maintenance work Using tools associated with trades- Typically gained by two (2) years of work experience in a variety of remodel or new construction projects using common carpentry, electrical, plumbing, HVAC, and concrete placing equipment. If you have journey-level experience in at least one or more trades with experience using power, pneumatic, and other specialized equipment.
- Scheduling and coordinating simultaneous remodel, maintenance and construction projects, reading and maintaining blueprints and plans and evaluating maintenance needs of buildings and related facilities-Typically gained by least one (1) year work experience of leadwork/supervisory background including training of maintenance staff and monitoring workmanship.
- Valid driver's license-Must have the ability to obtain or have a valid driver’s license.
- Experience creating and implementing a large preventative management program-Typically gained by at least one (1) year of work experience creating, maintaining and implementing a large preventative management program.
- Experience in the areas of organizational development, change management, the strategic planning process, project management, budgeting or policy. Development-Typically gained by at least one (1) year of work experience in the areas of organizational development, change management, the strategic planning process, project management, budgeting or policy.
- Knowledge and use of the Secretary of Interior’s Standards for the Treatment of Historic Properties Typically gained through a combination of formal training, professional experience, and ongoing self-study or complete preservation-related workshops following the official standards published by the National Park Service.
