Reports to Chief Operating Officer.
Purpose of the Position: The Director of Community Housing oversees the strategic development of OPWDD Intermediate Care Facilities (ICF) Programs. The Director serves as a member of the senior leadership team and works under the general direction of the Chief Operating Officer.
Essential Functions and Responsibilities
Monitors the efficiency and effectiveness of ICF residential programs and procedures; assesses and monitors workloads of direct reports, as well as administrative and internal reporting systems, and identifies opportunities for improvements.
Identifies suitable and adequate space appropriately equipped for the provision of services to individuals in the division.
Identifies and pursues new programs and services of strategic importance to the agency, in keeping with the OPWDD Transformation Agenda.
Remains knowledgeable of pertinent laws, codes and legislation to ensure Divisional program compliance.
Develops a divisional management team that promotes successful outcomes for individuals served with a high expectation of quality care.
Meets regularly with management team to plan and implement division policies and procedures, identify and resolve problems, set goals, and assign projects and programmatic areas of responsibility.
Plans, directs and coordinates, through members of management team and other key staff, the division’s goals.
Facilitates the planning, development, implementation and review of policies.
Assists in preparing regular reports for the Executive Director to be presented at Board meetings.
Provides support for staff development opportunities aligned with division goals.
Establishes and implements procedures for interviewing, selecting, supervising and evaluating staff.
Responsible for hiring recommendations and disciplinary actions with all divisional personnel, and responding to grievances when applicable.
Reviews all divisional performance appraisals.
Maintains adequate level of qualified staff and their job descriptions;
Secures contracted individuals to provide services when applicable and identifies specifics for contracts.
Manages difficult and sensitive inquiries and complaints within the division.
Serves as a member of various agency committees as needed, in addition to community committees.
Attends professional meetings and conferences to stay abreast of new trends and innovations in the field of residential service provision.
Participates in the development of the division budget, including the forecast of additional funds needs for staffing, equipment and supplies.
Prepares strategic priorities for division annually, recommending programs that meet agency needs and support strategic agency goals.
Serves as member of the division’s negotiating team for contracts and ensures consistent application of terms and conditions outlined in the division’s CBA.
Maintains confidentiality of all individuals’ records, making them available only to authorized persons.
Prepares reports and other necessary correspondence.
Ability to be on call 24/7 for emergencies.
Supervisory Responsibilities
Directly supervises the Program Coordinator, ICF managers, Administrative Assistant, including hiring, assimilation, evaluation and separation.
QUALIFICATIONS
-Bachelors degree in Health and Human services (required). Master’s degree in Human Services or related field preferred; must qualify as QIDP.
-Minimum two years' management/ supervisory experience managing ICF programs serving individuals with disabilities.
-Minimum 4 years of total experience in the field of intellectual and developmental disabilities.
- Knowledge of the regulations of the Office for People with Developmental Disabilities (OPWDD) especially ICF regulations, CFA and Incident Management experience.
-Experience with electronic health records (EHR) systems.

Ability to travel outside the office to various sites within and outside the region to attend meetings or conduct other business of the agency;
Ability to work flexible hours in order to meet the demands of the job.

Pay: $70,000.00 - $75,000.00 per year
