Federal Construction Project Manager / Senior Project Manager

Position Summary
CNE is seeking an experienced Project Manager or Senior Project Manager to lead federal construction projects from preconstruction through closeout. The successful candidate will have a strong technical understanding of commercial building construction, extensive experience managing federal contracts, and the leadership skills necessary to successfully direct project teams, subcontractors, design professionals, and client representatives.
This position requires someone who is comfortable managing multiple concurrent projects while maintaining control of cost, schedule, quality, safety, and client satisfaction.
This position is primarily remote; however, periodic travel to project sites throughout the United States is required.
Primary Responsibilities
- Manage all phases of federal construction projects from award through final closeout
- Lead projects utilizing Design-Build, Design-Bid-Build, and other federal delivery methods
- Develop and maintain project schedules, budgets, forecasts, and project execution plans
- Coordinate architects, engineers, consultants, subcontractors, suppliers, and internal staff
- Manage client communications and serve as the primary point of contact with Government representatives
- Review contract documents and identify project risks and opportunities
- Negotiate subcontract agreements and change orders
- Prepare and manage Requests for Information (RFIs), submittals, modifications, and project correspondence
- Monitor project financial performance, including cost control, forecasting, invoicing, and profitability
- Detailed estimating for change orders and bidding new projects
- Ensure compliance with contract requirements, quality standards, safety regulations, and applicable federal specifications
- Coordinate project procurement and material deliveries
- Conduct project meetings and provide timely reporting to executive management
- Mentor Assistant Project Managers and project support staff as needed
- Successfully deliver projects on schedule, within budget, and to the highest quality standards
Preferred Qualifications
Required
- Minimum 7 years of construction project management experience (Project Manager level)
- 10+ years of experience preferred for Senior Project Manager consideration
- Experience managing Federal Government construction projects (standalone and task orders on IDIQs)
- Strong technical knowledge of commercial building construction methods and sequencing
- Experience with both renovation and ground-up construction projects
- Experience managing projects utilizing Design-Build, Design-Bid-Build and other federal project delivery methods
- Experience managing multiple concurrent projects
- Strong understanding of project budgeting, scheduling, procurement, and subcontract management
- Excellent written and verbal communication skills
- Strong organizational, analytical, and problem-solving abilities
- Proficiency with Microsoft Office and Microsoft Project
- Valid driver's license
- Ability and willingness to travel to project sites as required
Education
Bachelor's degree in:
- Construction Management
- Civil Engineering
- Architecture
- Engineering
- or related field
OR
Minimum 10 years of progressively responsible construction project management experience may be considered in lieu of a degree.
Preferred Qualifications
- Active Secret or Top Secret security clearance
- USACE Construction Quality Management (CQM) Certification
- OSHA 30-Hour Certification
- Experience with Primavera P6 or Oracle Primavera Cloud
- Experience with secure federal facilities
- Experience managing projects for agencies such as USACE, NAVFAC, NIH, GSA, Department of State, DHS, VA, or other federal agencies

- Ability to obtain and maintain Government site access
- Ability to travel periodically throughout the United States

Pay: $110,000.00 - $150,000.00 per year
