Job Summary:
Under the direction of the Administrator, this position provides strategic and operational leadership for the Portsmouth City Health Department’s HIV/STI grant portfolio, Community Liaison function, and Syringe Services Program (SSP). The position manages ODH‑funded grant deliverables, budgets, contracts, and reporting; oversees outreach, testing, PrEP/PEP navigation, partner services coordination, and linkage to care; and directs trauma‑informed, culturally responsive harm‑reduction services through the SSP in accordance with Ohio Revised Code 3707.57 and Board of Health authorization. The role leads performance management and quality improvement aligned with PHAB standards, monitors key metrics, and produces regular updates for leadership and the Board of Health. It manages activities to inform, educate, and empower the community on public health issues, and oversees the planning, development, and implementation of Prevention and Health Promotion programs. As a working director, the position provides client navigation and counseling across multiple settings, including the clinic, the SSP, and the mobile unit. The position also manages all grants and staff related to Prevention and Health Promotion and carries out all duties in a manner that supports the Portsmouth City Health Department’s mission, purpose, and goals.
Minimum Qualifications:
Bachelor’s degree (Masters preferred) in Social Work from an accredited college or university and a current Ohio Licensed Social Worker (LSW); or a Bachelor’s degree or higher in public health, health promotion, health education, and the three years of Public Health experience. Demonstrated knowledge of health promotion principles, behavior change strategies, and evidence-based prevention approaches (e.g., substance use, injury, and violence prevention). Experience working with community partners, coalitions, or diverse/priority populations. Strong written and verbal communication skills, including public speaking and development of educational materials. Ability to plan, implement, and evaluate programs and initiatives. Proficiency in Microsoft Office (Word, Excel, PowerPoint) and ability to learn data/reporting systems (e.g., Clear Impact or similar). Valid driver’s license and ability to travel within the service area for outreach and community engagement.
