Summary
The Town of Shrewsbury is seeking a dynamic, strategic, and people centered Human Resources Manager to lead and elevate the Town’s human resources operations and help shape the future of its workforce. This is a high-impact leadership role at the core of municipal government, responsible for advancing best practices in human resources while supporting over 300 full-time employees who deliver essential services to the community every day.
Reporting to the Assistant Town Manager – Administration & Finance, the Human Resources Manager provides comprehensive strategic leadership across all HR functions, including employee and labor relations, recruitment, compensation, benefits administration, compliance, organizational development, and HR systems management. In this role, the Manager serves as a trusted advisor to Town leadership, working closely with department heads, elected officials, union representatives, and employees to ensure fair, consistent, and legally compliant human resources practices across the municipality.
This position plays a critical role in shaping workplace culture, strengthening organizational effectiveness, and supporting a high-performing workforce dedicated to public service in the Town of Shrewsbury.
What You’ll Do
In this role, you will:
Lead, design, and continuously improve the Town’s human resources programs and services to align with organizational goals and strategic priorities

Serve as a primary advisor on employee relations, performance management, workplace investigations, discipline, leave administration, and policy interpretation

Oversee recruitment, selection, onboarding, and retention strategies to attract and support a high-quality, diverse workforce

Manage compensation and classification systems, including job descriptions, salary administration, and classification studies

Support collective bargaining processes, including research, costing, contract administration, grievance resolution, and arbitration preparation

Administer employee benefits programs and ensure compliance with all applicable employment laws and regulations

Conduct and oversee workplace investigations, including matters involving harassment, discrimination, and employee misconduct

Maintain and safeguard confidential personnel records and ensure integrity of HRIS systems and data

Develop workforce analytics, reports, and metrics to support decision-making, budgeting, and strategic planning

Lead and supervise HR staff, fostering a collaborative, accountable, and service-oriented team culture

Prepare and manage the Human Resources Department budget and support annual reporting requirements

Provide staff support to the Personnel Board and other leadership bodies

Lead special projects and organizational initiatives that enhance HR operations and workplace effectiveness
What We’re Looking For
We are seeking a leader who brings both technical expertise and a strong commitment to public service. The ideal candidate will demonstrate:
Deep knowledge of human resources principles, including employee relations, labor relations, compensation, benefits, recruitment, and organizational development

Strong understanding of federal, state, and local employment laws and collective bargaining agreements

Experience working in or with municipal government or complex public-sector environments

Exceptional interpersonal and communication skills, with the ability to build trust across all levels of an organization

Strong analytical and problem-solving skills, with sound independent judgment in sensitive and confidential matters

Proven ability to manage competing priorities, lead projects, and drive organizational change

Demonstrated leadership experience supervising staff and developing high-performing teams

Proficiency with HRIS systems and modern workplace technology tools
Minimum Qualifications
Bachelor’s degree in Public Administration, Business Administration, Human Resources, or a related field

Four (4) to six (6) years of progressively responsible experience in human resources, preferably in municipal or public-sector operations

Any equivalent combination of education and experience that demonstrates the required knowledge, skills, and abilities
