Tri-County OIC is seeking an experienced, energetic, and highly organized Career Navigator/Case Manager to join our award-winning workforce and reentry team. This is not an entry-level position. About the Position
The Career Navigator/Case Manager provides comprehensive case management and employment services to justice-involved individuals participating in federally funded workforce development programs.
This position follows a cross-trained team model, meaning every team member understands the complete participant journey; from recruitment and enrollment through employment and retention. While each staff member has primary responsibilities, collaboration and flexibility are essential to meeting program goals.
Essential ResponsibilitiesCase Management
- Manage an assigned participant caseload.
- Complete assessments and individual service plans.
- Conduct monthly participant contacts.
- Maintain accurate and timely case documentation.
- Coordinate supportive services.
- Monitor participant progress and remove barriers to success.
Workforce Development
- Assist participants with career planning.
- Develop professional resumes and cover letters.
- Conduct mock interviews.
- Teach job search strategies.
- Facilitate Job Club activities.
- Connect participants with training opportunities.
Employment Services
- Build relationships with employers.
- Coordinate interviews.
- Match participants with employment opportunities.
- Follow up with employers and participants after placement.
- Support retention activities.
Program Operations
- Participate in recruitment events.
- Assist with orientations and enrollment.
- Track participant outcomes.
- Maintain compliance with grant requirements.
- Collaborate with program staff to meet performance goals.
Qualifications
Applicants should have:
- Bachelor's degree in Human Services, Social Work, Criminal Justice, Education, Workforce Development, or a related field (or equivalent experience).
- Experience in case management, workforce development, reentry services, employment counseling, or human services.
- Strong organizational and time-management skills.
- Excellent verbal and written communication skills.
- Experience maintaining accurate documentation and working with databases.
- Ability to manage multiple priorities while meeting deadlines.
- Commitment to serving justice-involved and underserved populations.
Preferred Experience
Preference will be given to candidates with experience in:
- Reentry programs
- Workforce Innovation and Opportunity Act (WIOA)
- Department of Labor grants

Pay: $19.00 - $23.00 per hour
