Jobs Plus Program Manager
This position is offered through the Charlottesville Redevelopment and Housing Authority’s (CRHA) Resident Services Program. The Jobs Plus program works directly with public housing residents to assist individuals in becoming self-sufficient through community resources, employment, and training opportunities. The Jobs Plus Program Manager will primarily be responsible for the development, implementation, and management of the Jobs Plus Program. This position will oversee the Jobs Plus team, providing supervision and ensuring that all programming is within the Department of Housing and Urban Development (HUD) guidelines and standards.
The Jobs Plus Program Manager will oversee the organization of the Jobs Plus program, implementing strategies to maintain a high-level of supportive programming and communication with all stakeholders. The Manager is responsible for ensuring that all program personnel are scheduled for professional training while also providing daily oversight. The Manager is also responsible for coordinating partner offerings, networking with local community organizations, and ensuring that community partners remain engaged with the program.
This position is funded by a grant from HUD.
ESSENTIAL DUTIES AND RESPONSIBILTIES:
- Supervises, trains, and mentors staff within the JobsPlus program. This team includes case managers, community coaches, and community partners.
- Develops and/or prepares presentations and materials on Jobs Plus activities for community members and partners. This may also involve presiding over and/or co-facilitating meetings, making presentations, and coordinating activities, work commitments, and events.
- Builds positive relationships with community partners and regularly engages community organizations to stay apprised of local opportunities for collaboration.
- Works with the CRHA Communications and Resident Services staff to market and recruit residents for Jobs Plus programming.
- Collaborates with the Resident Services Department to create regular and high-quality programming for residents.
- Monitors intake assessments and case files to ensure quality service determination and delivery.
- Develops and oversees department’s procedures to ensure compliance with HUD including grant administration and reporting requirements; ensures that monthly operations report is compiled accurately and submitted timely; prepares other reports as requested/directed.

- Monitor participant rent incentives. Ensure rent is calculated correctly within the specifications of JPEID. Work in conjunction with the property manager to oversee the monthly rent tracking.
MINIMUM QUALIFICATIONS:
- AA degree in related field such as Social Services, Psychology, Human Services, Counseling or related area; and
- Three (3) years’ experience in case management or related work; or,
- Equivalent combination of relevant education, training, and experience that meets the requirement to successfully accomplish the assigned duties and responsibilities
- Significant experience in working with underserved populations in Charlottesville
- Two (2) years of supervisory experience
- Valid Driver’s License
PREFERRED QUALIFICATIONS:
- Certification in Trauma Informed Care and other case management competencies
- Familiarity with grant administration and management
- Significant experience in workforce development and employment-centered service delivery
- Experience work in public, private, or non-profit agencies in a position directly delivering services to diverse ethnic and socio-economic populations
