Purpose: (General description and summary)
The Floating Program Manager (PM) is responsible for covering leadership and management duties in all aspects of their assigned program. The provides direct supervision to Housing Navigators (or other roles within the department as assigned), ensures team is meeting expected performance outcomes, cultivates team culture, provides statistical and analytical documentation to demonstrate program effectiveness, and partners with supervisor to develop and maintain relationships with funders and other stakeholders. The Floating PM ensures that services, program activities, and decisions made are aligned with the Mission and Values of both the Supportive Housing Department and New Narrative.
The Floating Program Manager will take an active role in hiring staff, developing and updating policies and procedures, implementing program systems/structure, and tailoring forms to meet the needs of the program. The Floating Program Manager will work with their supervisor to create onboarding packets and take lead in training and coaching new team members. The Floating Program Manager will be assigned to a permanent position as directed by Supportive Housing leadership team.

Supervisory Responsibilities
- Manage daily operation of assigned programs.
- With, and with support of, supervisor, takes active role is all aspects of hiring processes.
- Responsible for ensuring thorough and complete onboarding of all new team members.
- Provides coaching, mentoring, and training to team members to enhance job knowledge and skills.
- Conducting and documenting weekly supervision meetings with team members.
- As needed, conducts group supervision meetings with team members.
- Cultivates team culture that is positive, recognizes achievements (big and small), reflects Supportive Housing Department and New Narrative culture
- Models honest, well-intended and direct feedback and holds team members accountable for doing the same. Is receptive to, self-reflecting regarding, and utilizes feedback in order to enhance professional skills and abilities, meet the needs of participants, team members and community partners. Creates and maintains a culture in which team members do the same.
- Is accessible and responsive to the needs of participants, team members, colleagues, landlord partners and other stakeholders.
- Leads weekly team meetings.
- Works with team members to identify professional development needs, seeks applicable training opportunities and supports team members in accessing trainings to enhance professional knowledge and skill.
- Ensures timely completion of Relias and all required trainings by team members.
- Ensures timely, thorough and accurate documentation by all team members.
- Demonstrates strong communication skills, promotes the same with team members.
- Has comprehensive understanding of contract, budget and outcomes. Plays active role in development and usage of tracking systems. Ensures accurate and on-time reports.
- Assist team members to access training opportunities and ensure team members are meeting training and certification requirements.
- Review and approve time sheets; ensure all documentation and information requested or required by HR is submitted/completed in timely manner.
- Meets with Senior Program Manager weekly for 1:1 supervision.
- Attends and actively contributes to Supportive Housing Department leadership meetings
- Understands and understands applied principles reflected in the following models and philosophies: Supportive Housing Services; Intentional Peer Support (IPS); Housing First; Person-Centered; Critical Time Intervention; and more.
- Knowledgeable about types of housing (Conventional, Tax Credit/Affordable, Subsidized; Public Housing, Section 8 Voucher; Mainstream, VASH, SPC, Project-Based; HUD), subsidized and affordable housing wait lists and related processes.
- Familiar with Continuum of Care, Coordinated Access/Entry, Housing Authority, HUD, Fair Housing, Landlord-Tenant Law, and other resources related to houselessness and housing.
- Positively represents self, program, agency, supportive housing services (in general) and participants at all times, whether in house or in community.
- Demonstrates understanding and respect for landlord perspective and promotes positive, professional relationships with landlords. Ensures that team members are accessible and responsive to participants and landlord partners.
- Promotes participant advocacy and self-advocacy.
- Conducts chart audits, coaching and training related to documentation.
- Assists to identify, pursue and acquire new supportive housing services opportunities, as needed/applicable, and demonstrates alignment of these opportunities with Mission and Values AND Strategic Plan of New Narrative.
- Utilizes and trains team members in use of HMIS. Reviews HMIS information, enters data, pulls reports, reviews quality of work of team members, serves as New Narrative ’ s point person for HMIS in Multnomah County, completes reports for county team
- Serves as point person for SPC in Multnomah County, completing and submitting reports to county. Assists in coordination of service as needed.

Education/Certificates/Licenses/Registration:
- A minimum of one year experience working in mental health or related field.
Must have a valid CPR and First Aid Certificate. Qualified Mental Health Associate (QMHA) with a Degree in Psychology or related field preferred.
Experience/Qualifications:
- 2 years of supervisory experience preferred.
- Experience in leadership role in social services or supportive housing preferred.
- Must have experience working with marginalized populations: homeless/houseless individuals, individuals with SPMI diagnoses, substance abuse issues, criminal histories, and otherwise facing barriers to reaching housing and other life goals.
- Experience designing and implementing new programs preferred.
- Knowledge of Fair Housing, Landlord-Tenant Law, Supportive Housing Services model, Housing First, Peer-Based Models. Knowledgeable of all administrative rules and other applicable laws and regulations, along with the acceptable program practices and guidelines.
Understanding of community mental health systems, funding streams, homeless resource systems and housing resources.
