Location: Southern New Jersey Counties (Atlantic, Camden, Cape May, Cumberland, Gloucester, Monmouth, Sussex) + Trenton, NJ
Job Type: Full-Time, W‑2 Contract (Working directly in support of the State of New Jersey)
Pay: $23.48 per hour
Work Hours: 8:30 AM – 4:00 PM
Lunch: 30-minute unpaid break

Position Overview
Counselor II – Southern New Jersey RegionPosition Summary
The Counselor II is responsible for providing intensive case management, employment counseling, participant recruitment, and workforce development services to individuals age 55 and older. This field-based position supports participants in achieving economic self-sufficiency and employment goals through individualized service plans, community partnerships, training opportunities, and job placement activities. The Counselor II serves as a liaison among participants, host agencies, employers, workforce development partners, and community organizations.

- Hours: Monday – Friday, 8:30 AM – 4:00 PM
- Lunch Break: 30 minutes unpaid
- Dress Code: Business Attire (100%)
- Location: Based on the county of residence; field travel required throughout assigned Southern New Jersey counties and to the Central Office in Trenton as needed.
Service Area
Candidates must reside in or be willing to regularly travel throughout one or more of the following counties:
- Atlantic
- Camden
- Cape May
- Cumberland
- Gloucester
- Monmouth
- Sussex
Travel between One-Stop Career Centers, host agency sites, community partners, and the Central Office in Trenton is required. Mileage reimbursement is available for approved business travel.
Minimum Qualifications
- Bachelor’s Degree from an accredited college or university.
- Minimum of ten (10) years of experience in case management, counseling, workforce development, social services, or a related field.
- Valid driver’s license and reliable personal vehicle with the ability to travel throughout assigned counties.
- Strong attention to detail and organizational skills.
- Excellent verbal and written communication abilities.
- Demonstrated ability to work independently and collaboratively within a team environment.
- Strong conflict resolution, problem-solving, and customer service skills.
- Proficiency with Microsoft Office applications, including:

- Outlook
- Microsoft Teams
- Ability to effectively prioritize, schedule, and manage multiple tasks and deadlines.

- Experience working with mature workers and older adult populations.
Essential Duties and Responsibilities
- Recruit and enroll qualified participants from the 55+ population into workforce development programs.
- Conduct assessments and develop Individual Employment Plans (IEPs) tailored to participant goals and needs.
- Provide ongoing case management, counseling, and employment-related support services.
- Monitor participant progress and maintain accurate case documentation.
- Establish and maintain partnerships with nonprofit organizations, employers, workforce development agencies, and community service providers.
- Identify and develop training opportunities, host agency placements, and unsubsidized employment opportunities for participants.
- Serve as a resource and point of contact for participants, families, employers, host agencies, One-Stop staff, service providers, and Central Office personnel.
- Ensure quarterly employment placement goals and program performance objectives are achieved.
- Apply knowledge of counseling, social work, case management practices, and federal program requirements in daily operations.
- Make informed decisions regarding participant services while adhering to program policies, procedures, and funding guidelines.
- Conduct site visits to host agencies and provide ongoing oversight and support as needed.
- Attend training sessions, meetings, and required activities at the Central Office in Trenton and other designated locations.
- Utilize program and office systems, including AOSOS, GPMS, DocuSign, Microsoft Teams, and Microsoft Office applications.

Additional Requirements
This position is primarily field-based and requires regular travel throughout assigned counties. Candidates must be comfortable working independently in community settings, rotating among local One-Stop Career Centers, and visiting host agency locations as needed. Reliable transportation and the ability to travel extensively within the service area are essential.
