ERSEA Specialist
Location: 127 South Front Street, Fremont, OH 43420
Schedule: Monday - Thursday (7:30 AM - 4:30 PM OR 8:00 AM - 5:00 PM)
Weekly Hours: 34 hours per week
Employment Type: Year-Round Full-Time
Pay Rate: $23.47 - $29.81 per hour, based on education and experience
Position Overview:
Coordinate and oversee Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) processes to ensure compliance with Head Start Performance Standards and program requirements. Support enrollment, eligibility determination, staff training, community outreach, and data management to ensure eligible children and families receive timely services.

Education:
Associate degree in Early Childhood Education, Education, Social Work, or a related field. Ability to obtain Microsoft Excel and Word certifications within six months of hire.
Experience:
At least three years of experience completing applications for services to low-income families and with word excel and using internet-based software programs.
Essential Duties and Responsibilities:
- Oversee the implementation, compliance and monitoring of Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) according to Head Start Performance Standards.

Oversee and process applications for accuracy and timeliness including determining eligibility and selection criteria for new and participating families in Child Plus.

Maintain knowledge of the program's selection criteria system for eligibility and ensure correct documentation is used to determine eligibility. Monitors all information prior to enrolling a child.

Follow the HSPS Guidelines to ensure all requirements are met regarding serving children with disabilities and families who exceed the federal poverty level.

Maintain knowledge of childcare subsidy, TANF, SSI, Foster Care and McKinney Vento eligibility requirements and monitor enrollment.

Ensure all eligibility documentation, attendance data, and end of month reports are completed timely and accurately.
- Design and deliver training to staff, community partners and parents on eligibility and topics related to ERSEA regulations, policies, and procedures.

Participate in community outreach and implement recruitment strategies to ensure families most in need are served.
- Work in partnership with the Parent, Family and Community Engagement Coordinators to ensure follow up with staff on any ERSEA related concerns identified through monitoring.

Assist with analyzing community assessment information and participate in planning efforts to determine program design options, recruitment efforts, and enrollment guidelines.

Additional Requirements:

Initial and periodic Motor Vehicle Records checks, maintain a valid driver’s license, and maintain a safe driving record.
- Must have insured, dependable transportation available for daily use.

Must submit to initial and/or periodic state and/or federal criminal checks.

Must submit to initial and periodic drug and alcohol testing.
