Position Overview
We are seeking an experienced NYC Compliance & Tenant Legal Coordinator to oversee and mitigate risk across our residential rental portfolio. In this role, you will be the bridge between property operations, collections, and legal counsel. Your primary focus will be ensuring strict adherence to evolving NYC housing compliance laws, and assisting in managing the legal pipeline for tenants in arrears.
The ideal candidate has a deep working knowledge of NYC housing agencies (DHCR, HPD, DOB) and thrives in a fast-paced environment where accuracy and timelines are critical to preventing costly fines and rental losses. Acting as our resident housing compliance expert, you will systematically mitigate risk, clear active violations, and streamline all agency filings.
Direct experience dealing with NYC agencies (NYCHA, HPD, DSS/HRA) and knows exactly how to audit a ledger to separate a tenant's personal rent share from government agency shortfalls.
You will also work closely with the Collections Manager to identify breakdown points in voucher payments, resolve subsidy discrepancies, and systematically prepare delinquent accounts for legal action when necessary.
Key Responsibilities
1. Regulatory & Agency Compliance (Working with Property Management)
- Violation Resolution: Monitor and resolve building violations from the Department of Buildings (DOB), Housing Preservation and Development (HPD), and Environmental Control Board (ECB/OATH). Coordinate with the Property Manager to schedule cure dates.
- Annual Filings: Oversee timely completion of NYC mandatory local law compliance (e.g., Local Law 11, Local Law 97, lead paint).
- Electronically file documents for FDNY, DOB, HPD etc
- Monitor violations issued to commercial tenants and monitor their efforts to cure
- Legal & Arrears Management (Working with Collections)
- Legal Pipeline Oversight: Partner with the Collections Manager to identify accounts requiring legal action; prepare and review comprehensive non-payment and holdover case files for outside counsel.
- Housing Court Representation: Serve as the primary point of contact for the company’s legal counsel, coordinate the serving of rent demands (e.g., 14-day notices), and attend Housing Court hearings or depositions as needed.
- Stipulation Tracking: Monitor court-ordered stipulations, payment plans, and subsidy compliance to ensure tenants adhere to agreed-upon terms.
3. Subsidy Auditing & Arrears Resolution (Working with Collections)
- Voucher Breakdown Auditing: Audit complex tenant ledgers to explicitly isolate the tenant's individual monthly rental portion from the Agency's Housing Assistance Payments (HAP).
- Discrepancy Resolution: Actively troubleshoot delayed, missing, or suspended voucher payments directly with case managers and agency liaisons across NYCHA, HPD, and DSS/HRA.
- HRA Intervention: Intervene quickly when a tenant falls into arrears by facilitating HRA One-Shot Deals
- Recertification Tracking: Monitor and prompt tenants on upcoming annual agency recertification to proactively prevent subsidy suspensions or "break-in-payment" cycles.
Qualifications & Experience
- Experience: Minimum of 5–10 years of residential property management experience specifically within New York City.
- Agency Familiarity: Direct experience navigating and clearing violations on HPD Online, and DOB NOW.
- Rent Regulation Expertise: Solid understanding of DHCR rules, rent stabilization, and structural lease riders.
- Legal Knowledge: Strong command of the NYC Housing Court process, tenant-landlord law, non-payment filings, and eviction proceedings.
- Soft Skills: Exceptional organizational skills, high attention to detail, and the ability to maintain professionalism when dealing with sensitive tenant situations.
- Software: Proficiency with property management software (e.g., Yardi) is highly preferred.
