Position Purpose:
Provides oversight, execution, and support of the Emergency Preparedness and Response Program at the Power Operations Group level across all organizations. This position is responsible for establishing and maintaining all Power Operations (Coal, Gas, Hydro, Coal and Gas Services, Engineering) emergency-related procedures, processes, equipment and facilities to provide for the protection and reliable operations of TVA critical assets during power system emergencies; for overseeing the preparation for (training and drills included), response too and recovery from emergency events ranging from natural disasters to acts of terrorism/sabotage; for implementation of the risk management program. Ensures full regulatory compliance is maintained for the avoidance of severe financial and/or operational consequences (i.e.US Coast Guard, DHS, NERC/SERC, OSHA, DOE, EPA, FBI, Presidential Directives) and the consequences of not being prepared to handle emergencies in a effective, efficient, and professional manner.
JOB DIMENSIONS:
- Supervisory Responsibility — This position provides informal supervision to a support role.
- Budget Responsibility — 1.5 plus million dollars/year.
PRINCIPAL ACCOUNTABILITIES:
- Develops and implements oversight, execution, and support of a comprehensive Emergency Preparedness and Response Program for Power Operations ( Coal, Gas, Hydro, and all Corporate Functions) by development of plans, policies, procedures, response resources, and internal/external partnerships whose scope includes risk management, operational readiness and emergency response measures for incidents such as power system disturbances, natural disasters, physical security or sabotage threats and health/safety issues.
- Develops and implements budgets and initiatives to manage the acquisition and maintenance of Power Operations Emergency Response equipment and services to include response capabilities for all hazards. (Emergency Operations Center / Incident Management / Spill Response Trailers)
- Develops and maintains external emergency response partnerships and agreements with private, local, state, and federal stakeholders (US Coast Guard, FEMA, EPA, NERC, DHS) to include establishment of contracts, inter-local agreements, and mutual aid plans.
- Develop, implement, and maintain the Power Operations threat hazard identification and risk analysis, multi-year training and exercise plan, Power Operations Emergency Operations Center program and Incident Management Team.
- Provide oversight, execution, support and continuous improvement initiatives with for the Power Operations Emergency Preparedness plans, procedures, facilities, and equipment.
- Serve as the Power Operations Coordinator and Peer Team Member for various emergency plans/programs including the TVA Continuity of Operations Plan (COOP), the TVA Pandemic Plan, NERC Emergency Operations, and Agency Emergency Response Plan (AERP). Program elements include training, exercises, emergency supplies, plan maintenance and distribution, preparation of alternate workplace facilities and the oversight of personnel emergency notification processes. These plans provide for TVA’s operational readiness and compliance with all Department of Homeland Security/Presidential Directives.
- Manage the Power Operations emergency exercise and drill program, including the provision of support for the SOC, ROC and NOC emergency transfer of function exercises and ensure documentation in compliance with NERC regulations. Ensures corrective actions are developed and implemented such that items identified by the US Coast Guard, EPA, FEMA, State EMA, self-assessments, etc. are resolved. (i.e., OPA 90 Exercises, COOP, AERP, and Pandemic).
- Interact directly with the Power Operations Executive Management Team, Department Managers and System Operators to establish, communicate, and fully comply with program requirements.
- Responsible for providing technical policies, principles and rules that establish the expectations for high standards of performance consistent with industry best standards and performance. Responsible for providing oversight by monitoring work and performance results to ensure desired outcomes are met. Responsible to support the plants by making additional resources available as needed to support emerging issues and augment special projects.
- Develops and conducts programmatic reviews and assessments of the EP program (onsite and offsite) to ensure compliance.
- Creates and maintains multiple procedures to meet PO’s compliance with TVA-SPP-35.001 Agency Emergency Response Plan, TVA-SPP-35.200 Emergency Response Programs, TVA-SPP-35300 Continuity of Operations, and TVA-SPP-35.320 Reconstitution Plan
- Ensures corrective actions are developed and implemented such that items identified by the US Coast Guard, EPA, FEMA, State EMA, self-assessments, etc. are resolved.
- Provides Oversight and Support of Maritime Security (MARSEC) program for U.S. Coast Guard regulated ports (GAF, COF, ALF, JOF). Performs audits of Facility Security Plans, Facility Security Officer Training, and Facility Security Assessments to ensure compliance with 33 CFR 105.230
MINIMUM REQUIREMENTS:
Education. –B.S. degree in an Emergency Management, Homeland Security, Fire Science, or a comparable field of study, or equivalent training and experience
Experience. – Minimum 10 years of experience in the electric utility, government, aerospace, chemical, related industrial business, and/or emergency preparedness.
Knowledge/Skills/Abilities — Sound judgment; high professional ability, excellent communication skills, and a high level of leadership and initiative are required. Demonstrated ability to successfully manage emergency preparedness activities as well as the proven ability to plan, organize, negotiate, and deal tactfully with others. Must have a proven capability to quickly establish and maintain effective working relationships with all levels of the TVA organization and external entities such as industry, TVA’s Distributor Customers, Regulators and emergency response organizations. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions. Must be a Qualified Incident Commander.
