The Manager, Group Purchasing Programs & Strategic Sourcing is responsible for leading the development, execution, and management of Request for Proposal (RFP) initiatives across multiple categories of spend. This role focuses on leveraging group purchasing programs, supplier partnerships, and competitive sourcing strategies to deliver cost savings, operational efficiencies, and enhanced supplier performance.
The ideal candidate is an experienced procurement professional with strong expertise in RFP management, supplier negotiations, contract development, and group purchasing organization (GPO) programs. This individual will collaborate with internal stakeholders and suppliers to maximize value through strategic sourcing initiatives and purchasing programs.

RFP Strategy & Management
- Lead end-to-end RFP, RFQ, and RFI processes across indirect and direct spend categories.
- Develop sourcing strategies that align with organizational objectives and procurement best practices.
- Create and manage RFP documentation, evaluation criteria, scorecards, and supplier selection processes.
- Coordinate cross-functional evaluation teams and facilitate supplier presentations and negotiations.
- Analyze supplier proposals, pricing models, and service offerings to recommend optimal solutions.
- Drive supplier selection decisions based on total cost of ownership, service levels, risk, and strategic fit.
Group Purchasing Program Management
- Develop and manage group purchasing programs that leverage aggregated spending across business units or participating organizations.
- Identify opportunities to increase purchasing power and contract utilization through standardized procurement programs.
- Collaborate with Group Purchasing Organizations (GPOs) and strategic supplier partners to optimize pricing and contract terms.
- Monitor program participation, compliance, savings performance, and supplier effectiveness.
- Develop strategies to expand program adoption and increase overall value realization.
Supplier & Contract Management
- Negotiate pricing agreements, rebates, discounts, service-level agreements, and contract terms.
- Build and maintain strong strategic supplier relationships.
- Manage supplier performance through scorecards, business reviews, and corrective action plans.
- Ensure contracts support organizational objectives and mitigate operational and financial risks.
Spend Analysis & Reporting
- Conduct spend analysis to identify sourcing opportunities and cost-reduction initiatives.
- Measure and report procurement savings, contract compliance, supplier performance, and program utilization.
- Develop executive-level reporting and recommendations on sourcing strategies and purchasing programs.
- Monitor market trends, supplier landscapes, and emerging sourcing opportunities.
Stakeholder Engagement
- Partner with operational, finance, legal, and executive leadership teams to understand sourcing requirements.
- Educate internal stakeholders on sourcing processes, purchasing programs, and contract utilization.
- Serve as a trusted advisor for strategic procurement initiatives.
Required Qualifications
- Bachelor's degree in Business, Supply Chain Management, Procurement, Finance or related field. Preferred
- 5+ years of progressive experience in procurement, strategic sourcing, group purchasing, or supply chain management.
- Demonstrated experience leading complex RFP and strategic sourcing initiatives.
- Strong contract negotiation and supplier management experience.
- Experience managing GPO relationships or multi-organization purchasing programs.
- Advanced analytical and financial skills.
- Proficiency with procurement platforms, ERP systems, and Microsoft Office Suite.
Preferred Qualifications
- CPSM, CIPS, CPPB, or similar procurement certification.
- Experience in hospitality, education, government, or multi-location organizations utilizing GPO programs.
- Knowledge of procurement technology solutions including Coupa, Ariba, Jaggaer, Oracle, or SAP.
- Experience managing enterprise-wide sourcing initiatives exceeding $5 million in annual spend.
