Responsibilities:
Lead and enforce the project’s three-phase Quality Control program on a fast-paced design-bid-build jobsite (onsite, San Francisco, CA)
Develop, administer, and update the Project Quality Control Plan with the PM/PE/Superintendent; ensure adherence to contract requirements and standards
Maintain full-time onsite QC presence during construction and coordinate daily QC activities
Prepare and submit daily Contractor Production Reports, daily QC reports, and maintain the submittal log
Manage, schedule, review, certify, and track all submittals for client review/approval
Prepare, track, and submit RFIs and DCVRs to the client and designer; maintain accurate logs
Plan, schedule, document, and verify all required testing per contract; maintain testing plan and testing log
Maintain current onsite as-built drawings; ensure accuracy and timely updates
Conduct preparatory, initial, and follow-up meetings for definable features of work; document outcomes
Lead weekly QC meetings with USACE/VA/CFM and project leadership; publish meeting minutes per contract
Perform and document project inspections for contract compliance; coordinate and log all required code and independent inspections
Verify received materials match approved submittals; confirm proper handling/storage and suitability for installation
Identify, document, correct, and re-inspect nonconformances; perform follow-up inspections to confirm resolution
Perform punch-out, pre-final, and final inspections; build deficiency lists and drive closure prior to final acceptance
Compile and submit closeout deliverables (O&M manuals, warranties, keys, as-builts, and other required turnover documents)
Certify invoices by confirming billed work is complete and compliant with contract requirements
Ensure safety inspections are performed; stop work when needed to address safety/quality risks or protect orderly progress
Maintain federal client reporting software with daily utilization entries
Supervise QC staff (employees and consultants) and coordinate coverage and deliverables
Required experience and qualifications:
Construction QC leadership experience on design-bid-build projects (heavy civil preferred) in an active field environment
Experience supporting federal clients (e.g., USACE/VA) including documentation rigor, meetings/minutes, and inspection/testing workflows
Familiarity with EM 385-1-1 requirements, hazard identification, and safety compliance practices
Proven ability to work on secure military facilities (able to meet access requirements)
Strong technical writing skills (daily QC reports, correspondence, meeting minutes, logs, and closeout packages)
Strong organization, attention to detail, and proactive follow-through across multiple concurrent logs (submittals, RFIs, testing, inspections, as-builts)
Clear oral communication skills for coordinating with owners, designers, inspectors, subcontractors, and internal leadership
Ability to maintain a professional appearance and remain alert and safety-focused in a dynamic jobsite setting
