Program Manager – Respite & Waiver Services (Remote)

We're looking for an organized, proactive, and relationship-focused Program Manager – Respite & Waiver Services to oversee our respite and waiver services from referral through ongoing service coordination. This role is ideal for someone who enjoys building relationships, managing multiple moving pieces, and helping families access meaningful support.
Position Summary
The Program Manager serves as the primary point of contact for our OhioRISE and DODD respite programs. This individual will coordinate services between families, care coordinators, and respite providers while ensuring services are delivered efficiently, documentation is accurate, and state requirements are met.
This position requires excellent communication, organization, problem-solving, and the ability to manage multiple priorities in a fast-paced environment.
Key Responsibilities
Family & Care Coordination
- Coordinate respite referrals from intake through service initiation.
- Build relationships with families, Care Coordinators, and community partners.
- Match respite providers with families based on availability, location, and client needs.
- Facilitate introductions between providers and families.
- Serve as the primary contact for scheduling questions and ongoing support.
- Conduct regular check-ins with families and providers to ensure services are meeting expectations.
- Address scheduling concerns and help resolve service barriers.
Program Management
- Manage ongoing respite schedules and update scheduling software as needed.
- Monitor service utilization, authorized units, and respite day usage.
- Notify Care Coordinators when authorizations, extensions, or renewals are needed.
- Maintain accurate documentation and program records.
- Ensure compliance with OhioRISE, DODD, and agency policies.
- Expand services across low-resource counties.
Hiring & Onboarding
- Conduct initial interviews with prospective respite providers.
- Coordinate the hiring and onboarding process for new respite employees.
- Distribute and track required employment paperwork electronically.
- Serve as the primary contact for new employees during onboarding.
- Support providers through training, scheduling, and program expectations.
Billing & Compliance
- Complete DODD billing through eMBS.
- Maintain accurate service documentation for billing purposes.
- Ensure compliance with OhioRISE, DODD, and payer requirements.
- Stay current on waiver regulations, billing requirements, and policy updates.
Leadership & Growth
- Meet weekly with the Executive Director to review program operations, staffing needs, and growth opportunities.
- Assist with developing processes to improve efficiency and family experience.
- Support expansion of respite and waiver services throughout Ohio.
Required Qualifications
- Minimum of 2 years of experience working with OhioRISE, Ohio DODD, waiver services, or care coordination.
- Working knowledge of OhioRISE processes and DODD waiver services.
- Experience with:
- Level One Waivers
- Homemaker Personal Care (HPC) Services
- Behavioral Health Respite
- Experience using:
- eMBS
- PNM
- MSS
- Sandata
- OHID
- Strong organizational and time management skills.
- Excellent verbal and written communication skills.
- Ability to prioritize multiple tasks while maintaining attention to detail.
- Comfortable working independently in a fully remote environment.
- Proficient with Microsoft Teams, Outlook, Excel, and other Microsoft Office applications.
Preferred Qualifications
- Experience working with children and families with developmental disabilities, autism, or behavioral health needs.
- Previous experience in healthcare operations, scheduling, or program management.
- Knowledge of Medicaid waiver billing and authorization processes.
- Experience supervising or coordinating remote teams.
- Bachelor's degree in Social Work, Healthcare Administration, Human Services, Psychology, or a related field (preferred but not required with equivalent experience).
