SUMMARY
The Benefits Manager oversees the strategic design, implementation, communication, and administration of Muscogee Nation Gaming Enterprises' health and welfare benefits program across multiple gaming properties. Responsible for management of self-funded health plans, vendor partnerships, regulatory compliance, employee benefits strategy, and continuous improvement initiatives that support organizational objectives.
ESSENTIAL DUTIES AND RESPONSIBILITES
1. Partners with Director of Human Resources and executive management to develop short/long range benefits strategies.
2. Manages MNGE’s benefits, including but not limited to health and wellness, life, disability, voluntary benefits, supplemental income protection, EAP, FSA and 401(k) plan administration. Manages COBRA, FML administration, STD and LTD.
3. Coordinates with broker to evaluate and compare existing company benefits with those of other employers by analyzing other plans, surveys, and other sources of information.
4. Maintain company's competitive position in labor market, and obtain uniform benefit package for all company locations where possible. Coordinate with broker to develop specifications for new plans or modifies existing plans.
5. Recommend classes of eligible employees for new or modified plans. Coordinates with broker to develop census data and solicit insurance companies for quotations. Evaluates quotations and makes recommendations to management.
6. Implements approved new plans and changes by preparing announcement material, booklets, and other media for communicating new plans to employees.
7. Coordinates the preparation and execution, with legal consultation, of benefit documentation such as original and amended plan texts, benefit agreements and insurance policies.
8. Coordinates and conducts employee benefit seminars for local personnel. Revises and reissues all communications material on benefits from time to time. Advises and counsels management and employees on existing benefits.
9. Analyze benefit utilization, claim trends, financial performance, and benchmarking data to develop recommendations for cost containment and program enhancements.
10. Assures company compliance with provisions of Employee Retirement Income Security Act. Supervises preparation of reports and applications required by law to be filed with federal and state agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits, and reports necessary or suggested changes to management. Coordinates company benefits, with government sponsored programs.
11. Ensures existing and new benefit programs are effectively integrated with enterprise HRIS, ERP, payroll, and reporting systems.
12. Prepares/manages benefits department budget. Ensures timely and accurate reconciliation of monthly benefits invoices.
13. Handles benefit inquiries and complaints to ensure quick, equitable, courteous resolution to facilitate proper and complete utilization of benefits for all employees.
14. Supervises maintenance of enrollment, application, and claims records for all benefit plans.
15. Manages and directs benefits staff to complete large, complex projects such as open enrollment, the implementation of new plan/program initiatives, and all aspects of benefits administration.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, and/or ability required.
EDUCATION
Bachelor’s degree in Human Resources Management, Business Administration or related required. CEBS, SHRM-CP, and/or PHR/SPHR certification preferred.
EXPERIENCE
5+ years progressive experience working in benefits administration with a minimum of 2 years in a management function. Strong knowledge of self-insured plans, FMLA administration, and 401(k) Programs required. Class II or III casino experience is preferred.
