- Provides strategic leadership, executive management, and operational oversight of the OTC Recycling Division.

Provides leadership, supervision, direction, and performance oversight to Recycling Division management and staff; establishes clear responsibilities; monitors performance; supports professional development; and ensures adequate staffing and operational coverage.

Serves as a senior operational liaison with Burlington County, municipalities, state agencies, vendors, customers, industry partners, and other stakeholders; addresses service concerns, monitors contractual commitments, and supports contract renewal and business-development efforts.

Leads business development and funding initiatives to generate additional revenue and improve and maintain operational efficiency for the Recycling Division.
- Develops and prepares an annual budget for the OTC’s Recycling Division and determines the fiscal allocations of funds for staff, supplies, equipment, and facilities.
- Manages capital funding needs and acquisition of capital equipment for the Recycling Division.
- Reviews Recycling Division purchasing requests, expenditures, invoices, and payment authorizations in accordance with OTC procurement requirements, approval limits, financial controls, and segregation-of-duties practices.

Oversees and ensures compliance of the Recycling Division with all Recycling contract requirements. Maintains compliance with local, state, and federal laws, including but not limited to Department of Labor, Department of Transportation, EPA, and NJDEP. Maintains compliance with OTC policies and procedures.

Oversees and maintains both operational and financial reporting requirements associated with OTC’s recycling programs services delivered to the State of NJ, NJACCSES, Burlington County, and local municipalities.

Coordinates with Human Resources, executive leadership, and legal or labor counsel on collective-bargaining matters, contract administration, grievances, labor disputes, employee relations, investigations, and corrective action.

Establishes and monitors division-wide safety practices, employee training, accident prevention, incident reporting, emergency response, and corrective-action measures to protect employees, individuals served, property, equipment, and the public.

Ensures that Recycling Division operations advance OTC’s mission to provide vocational training and employment services to individuals with disabilities.

Develops, implements, reviews, and maintains Recycling Division policies and procedures.

Performs other related duties, as assigned by the Executive Director.

Willingly and effectively cooperates with OTC, The Department of Human Services, The Division of Developmental Disabilities (DDD), New Jersey Division of Vocational Services (NJDVRS), and other licensing or state agency or local municipalities in any inspections and investigations, upon request.

Bachelor’s degree in business administration, operations management, environmental studies, or a related field. Equivalent relevant education and senior-level experience may be considered.

Five (5) years of progressive experience and responsibility in senior-level operations management, including budget, contract, and workforce management. Experience in recycling, solid waste, municipal services, logistics, manufacturing, vocational training, or rehabilitation services is preferred.

Strong analytical and communication skills, including effective oral and written presentation skills.

Strong critical-thinking, problem-solving, and decision-making skills.

New Jersey Certified Recycling Professional
- Demonstrated proficiency in use of PC’s and MSOffice applications, specifically Excel, MSWord, and Outlook.

Acceptable Background Check.

Valid driver license with acceptable driving record.

Under the direction of the Executive Director and Chief Operating Officer, the Director of Recycling Services, provides strategic and operational leadership for the OTC Services (OTC) Recycling Division.. In addition to recycling, the primary purpose of these programs are to facilitate vocational training and employment opportunities for the individuals with disabilities that OTC Services serves.
