Francison Consulting is seeking an experienced Programmer – Analyst III (Network/Systems) to support the BuildLACCD Program Management Office (PMO) at the Los Angeles Community College District. In this role, you will be responsible for all BuildLACCD computer network administration and operations activities at the PMO as well as the 9 Campus Project Sites.
This is an opportunity to work on meaningful IT infrastructure supporting a large construction bond program, under the general supervision of the BuildLACCD PMO IT Director.
Position Summary
The Programmer – Analyst III will perform a variety of complex professional and technical duties related to the installation and maintenance of computer networks and communications hardware and software applications, including network and application servers, routers, firewalls, LAN, WAN, and PC workstations, and will support IT disaster recovery systems and Level 2 and 3 tier helpdesk tickets. Core responsibilities include:
- Configuring, managing, and providing technical networking support for physical and virtual environments, including hosts, operating systems, and storage
- Testing, installation, configuration, and maintenance of operating systems, application software, and network device configurations
- Ensuring system up time and communicating effectively with other members of the corporate team
- Overseeing the administration of systems and servers related to the network to ensure availability of services to the BuildLACCD user community
- Installing and configuring client and server network software, and performing software upgrades as needed
- Proactively monitoring and identifying network and system issues and taking corrective action to ensure efficient network and computing operation
- Managing assigned projects to deliver services in accordance with established objectives
- Configuring, managing, and providing technical support of firewalls, Wi-Fi APs, network switches, and other network devices
- Responding to inquiries from staff, administrators, service providers, site personnel, and outside vendors, and providing technical assistance and support in a timely manner
- Proactively identifying, investigating, and proposing resolutions to issues that could impact the network/server infrastructure
- Contributing to the team by sharing knowledge, documenting procedures and SOPs, and providing training where required
- Conducting research on network products, services, protocols, and standards in support of network procurement and development efforts
- Providing technical support in installations and maintenance of network systems
- Supporting existing networks and performing upgrades as needed
- Maintaining network security firewalls and defining network access rights
- Maintaining disaster recovery procedures and contingency plans during system failures
- Performing network routing, cabling, and switching activities
- Developing and enforcing standard operating procedures to ensure quality and productivity
- Developing system installation and configuration documents for reference
- Designing network topologies and identifying and correcting network non-compliance issues
- Responding promptly during outages and recommending solutions for performance issues
- Recommending new networking technologies to improve performance, reliability, and scalability
- Maintaining network infrastructure and performing modifications and expansions when needed
- Working closely with other Network Engineers to plan and complete assigned tasks within deadlines
- Performing root cause analysis of network issues and recommending corrective actions
- Security systems development, testing, analysis, and implementation
- System vulnerability assessment and management
- Responding to security threats, attacks, and similar events and developing threat prevention strategies
- Regular generation of reports for executives and administrators
- Supporting the helpdesk function along with the web services support function
Minimum Qualifications
- Minimum of 7 years of applicable systems and network administration experience
- Bachelor's degree from an accredited four year college with a degree in computer science or related field; additional four years of qualifying experience in excess of the minimum stated above may be substituted for the required education
- Excellent troubleshooting and problem solving skills, positive attitude, and keen attention to detail
- Excellent collaborative and team skills and ability to present ideas in user friendly and non technical language
- Strong working knowledge of Microsoft Windows and current Windows Servers and Internet protocols: DNS, DHCP, SMTP, HTTP, HTTPS, SFTP
- Familiarity with Microsoft Active Directory Services, Entra ID, Office 365, and document SharePoint management system
- Experience with VPN appliances and Cisco Meraki appliances
- Working knowledge of Enterprise Antivirus, CrowdStrike, Zoom Administration, Microsoft Teams, and network security including VPNs, ACLs, IPSEC, SSL
- Experience with website, intranet, and SharePoint support, and PowerShell scripting and automation; able to develop scripted solutions to automate and/or simplify manual administrative processes and procedures
- Experience with VMware, Hyper V hypervisors, and cloud architecture
- Knowledge of cybersecurity and privacy principles, Rubrik Backup and Recovery, and Nessus and Splunk
Preferred Qualifications
- Experience providing IT related support for a large construction bond program
- Industry certifications such as CompTIA Network+, Cisco CCNA, CompTIA Security+, or Cisco CCNP Enterprise

Pay: $150,000.00 - $160,000.00 per year
