The Outreach and Campaigns Senior Manager helps advance NRCM’s advocacy, organizing, and public engagement work by managing outreach plans, supporting issue and advocacy campaigns, building relationships with members, activists, partners, and community members, and helping mobilize people across Maine in support of NRCM’s mission.
The position works closely with the Senior Director of Outreach and Campaigns and collaborates with staff across Advocacy, Communications, Philanthropy, and other departments to support coordinated, effective, and inclusive outreach and campaign efforts. The Senior Manager plays a key role in translating campaign goals into actionable outreach strategies, managing projects and events, supporting activist engagement, and helping develop and strengthen NRCM’s relationships with people and communities across Maine.
Frequent travel across the state and occasional evening and weekend meetings are required for this position, including overnight stays.

Responsibilities:
Outreach and Campaign Implementation

Manage and implement outreach, organizing, and mobilization plans and strategies that support NRCM’s advocacy, public engagement, campaign priorities, and legislative agenda, including opportunities for NRCM activists and members to engage at the State House through constituent meetings with legislators, NRCM’s annual State House Action Day, activist trainings, public hearings, and other events.

Translate campaign goals into clear outreach activities, timelines, assignments, and deliverables.

Coordinate outreach efforts across multiple campaign areas, ensuring that activities are organized, timely, and aligned with NRCM’s broader goals.

Track progress toward outreach and campaign goals, maintain accurate records, and help identify opportunities to strengthen engagement and impact.

Support the development of materials, talking points, presentations, and other tools needed for outreach, organizing, and public engagement.
Community Engagement and Relationship-Building

Build and maintain relationships with NRCM members, activists, community members, partner organizations, and especially with priority constituencies across Maine to help elevate their voices through strategy sessions, public hearings, and direct communication with decision-makers.

Engage and mobilize people and communities to participate in advocacy actions, public meetings, events, campaigns, and other opportunities to advance NRCM’s mission.

Help identify opportunities to broaden NRCM’s supporter base and deepen engagement with existing members, activists, and partners.

Support activist leadership development by helping people understand issues, take meaningful action, and remain engaged over time.

Represent NRCM in community settings, coalition spaces, public events, meetings, and other external-facing opportunities as assigned.
Campaign and Project Management

Coordinate and implement campaign-related projects, meetings, events, trainings, public programs, and outreach activities.

Help prepare agendas, facilitate meetings, document next steps, and follow up on assigned actions.

Manage project details, timelines, logistics, and communications to help ensure outreach and campaign activities are completed effectively.

Use organizing, advocacy, and data management tools to support outreach tracking, supporter engagement, campaign communication, and reporting.
Communications and Public Engagement

Communicate complex policy and campaign issues in clear, accessible, and persuasive terms for NRCM members, activists, partners, and the public.

Draft, review, or contribute to outreach materials, action alerts, event descriptions, public presentations, campaign updates, and other communications.

Facilitate meetings, trainings, presentations, and public engagement activities in ways that are clear, inclusive, organized, and action-oriented.

Help gather, organize, and summarize information to support campaign planning, outreach, and public education.
Organizational Collaboration

Work collaboratively with colleagues across departments to support NRCM’s advocacy, organizing, communications, fundraising, and member engagement goals.

Participate in planning conversations, team meetings, and other internal coordination efforts that support cross-departmental alignment, organizational effectiveness, and shared understanding of priorities.

Share relevant information, feedback, and community insights with colleagues to help inform outreach, campaign, and organizational strategies.

Skills and Experience:

Bachelor’s degree in a relevant field, or an equivalent combination of education, training, and experience.

At least 3–5 years of experience in outreach, organizing, public engagement, issue campaigns, electoral campaigns, or a related field.

Experience implementing outreach, organizing, advocacy, electoral, or public interest campaign plans that engage and mobilize diverse audiences.

Strong outreach and relationship-building skills, including experience engaging activists, community members, partner organizations, and other constituencies.

Excellent project management and organizational skills, including the ability to manage competing priorities, work independently, meet deadlines, and follow through on commitments.

Experience facilitating meetings, trainings, events, volunteer engagement, or other public-facing activities.

Excellent interpersonal and communications skills, including strong writing, facilitation, and public speaking abilities.

Ability to communicate complex issues clearly and persuasively to members, activists, partners, and the public.

Proficiency with Microsoft Office Suite and online advocacy, organizing, or data management platforms, such as VAN, EveryAction, or similar systems.

Ability to travel frequently across Maine and work occasional evening and weekend hours, including overnight stays for meetings, events, or campaign activities.

Knowledge of environmental issues and Maine’s political landscape, communities, and natural resources, or demonstrated ability to quickly develop that knowledge.
