Position Summary
The Anti-Terrorism (AT) Analyst supports an AT contract to sustain force protection readiness, conduct vulnerability assessments, implement risk mitigation strategies, and ensure AT compliance per Department of Defense (DoD), Army, and National Guard Bureau (NGB) directives.
Responsibilities
- Update and maintain State AT plans, policies, and SOPs; implement, develop, and disseminate AT program plans, guidance, and mandatory protection standards for VIARNG personnel, information, key assets, and critical infrastructure.
- Perform State Core Vulnerability Assessment Management Program (CVAMP) entries; assist in conducting annual CVAMP risk and vulnerability assessments across all VING facilities.
- Support the preparation and maintenance of contingency plans for the mitigation, alert, response, recovery, and reporting of terrorist events or actions, and provide rapid AT response support during heightened FPCON levels or real-world incidents/exercises.
- Support annual and emergent Threat Assessments for special events, mobilizations, assets, facilities, and installations.
- Support publication and dissemination of annual State-specific threat assessments and assist subordinate elements with localized assessments.
- Conduct annual vulnerability assessments for subordinate installations, facilities and sites and pre-deployment vulnerability and evaluation of subordinate Anti-Terrorism programs.
- Conduct annual Anti-Terrorism program reviews and evaluation of subordinate Anti-Terrorism programs.
- Support the designation of High-Risk Personnel (HRP) within the State and confirm designated individuals receive required resources and additional training.
Requirements
- Bachelor's degree in security management, emergency management, or a related field.
- Five years of experience supporting a military AT or physical security program.
- Active Secret security clearance.
- Current Certified Anti-Terrorism Specialist.
- Demonstrated history with operational planning and conducting risk/vulnerability assessments.
- Proven track record coordinating with Federal, State, Local, and Military law enforcement partners.
- Current Level I and Level II Antiterrorism Certification (Joint Staff J-3 or Defense Security Cooperation University (DSCU)-equivalent), maintained throughout period of performance.
- FEMA/ICS: IS-100, IS-200, IS-700, IS-800, and IS-520 completed within the past five years.
- Working knowledge of AR 525-13, CNGBI 0700.01, AR 190-11, and AR 190-13.
- Proficient in Microsoft Office, Microsoft Teams, and related collaboration/data-management tools.
Pay: Up to $110,000.00 per year

Experience:
