Highway Supervisor Position Announcement
The Town of Enfield, New Hampshire, is looking for an enthusiastic and motivated individual who is passionate about making a visible difference in the community. Enfield is a community of approximately 4,600 permanent residents (the population increases substantially with seasonal residents during the summer months), situated in the Upper Valley Region approximately 10-20 minutes from the population centers of Lebanon and Hanover. Enfield is an attractive community with a wide range of local businesses, a proud Shaker cultural heritage, two large scenic lakes, and an abundance of open space.
Under the direction of the DPW Director the Highway Supervisor position is responsible for planning and supervision of daily work for the highway division of public works, while working in concert with the Public Works Director. The Highway Supervisor is responsible for high quality road maintenance and road related project planning. In addition to road conditions, this position is responsible for the skilled and safe operation of and routine preventative maintenance of assigned heavy and light duty trucks, heavy and light construction equipment, and hand and power tools used in the construction and maintenance of roads and other public works projects. The Highway Supervisor may be required to perform manual labor tasks incidental to the operation and maintenance of assigned equipment such as the loading and unloading of materials and the performance of unskilled and semi-skilled work on construction and maintenance projects. They regularly serve as crew leader on minor and major construction and maintenance projects. Overall, the Highway Supervisor provides leadership, direction and supervision to work crews as assigned by the Director of Public Works and serves as the Public Works Director in his/her absence.
The position performs other public works department duties which may be temporarily assigned, to include, but not necessarily limited to: vacation and absence stand-in for other public works department personnel; building and grounds maintenance; transfer station and stump dump operation; support for water and sewer construction, operation, maintenance, and repair, and; support for road, bridge, and sidewalk construction, maintenance and repair, to include winter storm operations. Salary will commensurate with experience up to $90,000.
Minimum Qualifications: High School diploma or equivalent is required plus five years’ experience in road and site work construction or operation and maintenance of heavy construction equipment and a minimum Class B Commercial Driver’s license.
DUTIES AND RESPONSIBILITIES
· Communicates daily with the Director of Public Works in regard to the highway division staffing, vehicle, and equipment needs.
· Supports and coordinates the work of the highway division in the maintenance and replacement of all public right of way infrastructure with the Director.
· Maintains a positive and inclusive atmosphere for all employees.
· Monitors scheduling of the work and use of equipment by the highway crews.
· Provides direction, support and oversight of personnel involved in road, bridge and drainage system construction, repair and maintenance.
· Oversees and coordinates all winter maintenance operations performed by the DPW.
· Operates all highway equipment on an as needed basis.
· Sets grade for drainage culverts and road and parking lot repairs.
· Monitors all safety equipment and maintenance tools and recommends replacement.
· Patrols Town of Enfield streets and roads to maintain a good understanding of necessary repairs and improvements, and to maintain a long-term strategic plan for the towns highway infrastructure.
· Obtain operational permits such as “Dig Safes” and DES Permits, assisting the Director with the data gathering, data reduction and application process for larger projects requiring permits.
· Monitors and responds to citizen concerns via emails and phone calls regarding Highway activities or problems in a timely manner maintaining an open line of communication until concerns are resolved.
· Provides instruction and training for employees on current work methods and standards.
· Supervises personnel in the preparation of maintenance and repair records.
· Ensure compliance with all town policies, ordinances and safety policies and procedures.
· Manages the evaluation process and provides direct input for all Highway personnel evaluations.
· Maintains daily records of staffing, time, equipment and materials used for each project.
· Assist with interviews of prospective employees and makes hiring recommendations.
· Assists the Director of Public Works with the development of all division budgets.
· Performs all other related duties as assigned.
