Why does the job exist?
The Supervisor, Program Management will:
Oversee and perform the development, technical writing, coordination, and submission of Advanced Planning Documents (APDs) and related federal funding requests to the Centers for Medicare and Medicaid Services (CMS);
Serve as the subject matter expert for CMS APD requirements;
Provide leadership to staff responsible for preparing planning, implementation, operational, and funding documents supporting Medicaid technology, business operations, and program initiatives;
Oversee the process and perform technical writing.
How does it get done?
The Supervisor, Program Management is responsible for:
Leading the planning, development, drafting, editing, and submission of Advanced Planning Documents (APDs), APD Updates (APDUs), Operational APDs (OAPDs), Implementation APDs (IAPDs), and related CMS documentation;
Serving as the principal technical writer responsible for producing high-quality, complex federal planning and funding documents;
Translating technical, operational, fiscal, and programmatic information into clear, concise, and persuasive narratives suitable for CMS review and approval;
Ensuring APDs clearly articulate project objectives business needs procurement strategies budget justifications cost allocation methodologies, implementation plans, and anticipated outcomes;
Developing executive summaries, project narratives, budget narratives, risk assessments, and supporting documentation required by CMS;
Supervising, mentoring, and evaluating staff responsible for APD development and related federal funding activities;
Establishing work priorities, assigning projects, monitoring progress, and ensuring timely completion of deliverables;
Providing guidance and quality assurance reviews of APDs and supporting documentation prior to submission;
Developing and maintaining standard operating procedures, templates, and quality control processes for APD development;
Ensuring compliance with applicable federal regulations, CMS guidance, Medicaid Information Technology Architecture (MITA) principles, and federal funding requirements;
Maintaining expertise in CMS APD requirements, federal matching methodologies, and Medicaid technology funding opportunities;
Coordinating with CMS representatives to address questions, requests for additional information, and approval conditions;
Monitoring changes in federal regulations, policies, and guidance impacting APD development and federal funding eligibility;
Facilitating collaboration among program, fiscal, procurement, information technology, legal, and executive leadership teams;
Gathering and synthesizing information from multiple stakeholders to develop comprehensive funding requests;
Participating in project planning and governance activities to identify future APD needs and funding opportunities;
Ensuring alignment between APD submissions, project plans, budgets, contracts, and agency strategic initiatives;
Collaborating with budget and finance teams to develop project budgets and federal funding requests;
Ensuring cost allocation methodologies and funding assumptions are accurately documented and supported;
Identifying opportunities to maximize federal financial participation while maintaining compliance with federal requirements;
Supporting long-range planning efforts for Medicaid technology modernization and program transformation initiatives;

Minimum Qualification
Bachelor's Degree in a relevant field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience
Employment Requirements
Must possess and maintain a valid driver's license.
Must obtain a Defensive driving certification.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting. Some standing, bending and reaching may be required. Must be able to lift 25lbs.
