Estimating Manager/Pre-Construction Manager
Utah (Statewide) | Full-Time · On-Site | 10+ Years Required
We are a Utah-based structural concrete contractor with a strong portfolio spanning commercial, industrial, tilt-up, and institutional construction including schools, warehouses, and large-scale commercial developments. We're looking for a team player that can collaborate and win profitable projects. Must be consistent, attentive to details and manage time efficiently.
WHAT YOU'LL OWN
Estimating
- Conduct constructability reviews and value engineering on structural concrete systems
- Directly manage and mentor a team of project estimators
- Establish estimating standards, workflows, and bid review processes
- Review and approve all bids prior to submission
- Track and report on hit rate, margin, and win/loss KPIs
Takeoffs & Scope Verification
- Personally lead or audit detailed quantity takeoffs for all concrete scopes: tilt-up panels, structural frames, foundations, flatwork, and site concrete
- Verify scope completeness against plans, specs, geotech reports, and addenda before every bid — no scope gaps, no assumptions left undocumented
- Cross-reference subcontractor and supplier quotes against internal takeoffs to confirm alignment and catch coverage holes
- Maintain a standard scope-of-work template library tailored to concrete project types (tilt-up, school, industrial, commercial)
- Ensure all exclusions, clarifications, and alternates are clearly defined in every bid package
- Identify constructability risks and missing design information early and drive resolution before pricing is finalized
PROJECT AWARD HANDOFF TO PROJECT MANAGEMENT
At contract award, you own the transition from pre-construction to execution — ensuring the project management team inherits a complete, accurate, and actionable project package with zero information loss.
Scope & Cost Handoff
- Prepare and present a detailed budget handoff package to the assigned PM, including line-item estimate breakdowns, allowances, contingencies, and clarifications
- Walk PMs through the full scope narrative — what is included, what is excluded, and where assumptions were made
- Document all value engineering decisions and alternates accepted or rejected during pre-construction
- Transfer all subcontractor and supplier quotes, leveling sheets, and award recommendations
- Establish the project cost baseline and align with PM on buy-out targets and margin protection strategy
Schedule, Safety & Project Setup - Preferred experience
- Deliver a preliminary project schedule developed during pre-construction, including phasing, major milestones, concrete pours, and panel tilt dates
- Collaborate with the PM and field superintendent to validate schedule assumptions and identify long-lead procurement items
- Provide a pre-construction safety plan outline covering site-specific hazards, tilt-up safety requirements, and OSHA compliance considerations
- Coordinate handoff of all owner contracts, subcontracts, permits, and design documents into the project management system
- Remain available post-award during the buyout phase to support scope clarification and change order baseline protection

YOU BRING
- 10+ years in commercial/structural concrete construction.
- Proven track record leading estimating or pre-construction teams.
- Deep expertise in tilt-up, structural concrete, foundations, site/flatwork — you know the work, not just the numbers.
- Hands-on proficiency with quantity takeoffs; you can open a set of drawings and build a takeoff yourself, not just manage others who do it.
- Disciplined approach to scope verification you catch gaps before they become change orders.
- Experience conducting formal award handoffs to PMs, delivering complete project packages. covering scope, budget, schedule, and safety plans.
- Experience with schools, industrial, and commercial projects in Utah.
- Strong command of takeoff and estimating software (Bluebeam, STACK, WinEst, ZZZ Takeoff, or similar).
- Experience presenting budgets and scopes to owners, GCs, and design-build partners.
- Demonstrated ability to set, track, and report on departmental KPIs.
PREFERRED QUALIFICATIONS
- Bachelor's degree in Construction Management, Civil Engineering, or related field
- Familiarity with Utah public works and school district procurement processes
- Experience with LEAN pre-construction or pull planning
- Proficiency with Bid2Win or other Estimating softwares
- Existing GC and owner relationships in the Utah market
