Position Title: Supervisor of Student Services
Reports To: Director of Student Services
Classification: Act 93 Administrator - (CASSA) / Twelve Months
Compensation: Per Act 93 Compensation Framework
Location: Administration Building /Schools
POSITION GOAL
The Supervisor of Student Services provides leadership, coordination, and oversight for districtwide student support systems that advance academic achievement, student well-being, equitable access, and postsecondary readiness. Reporting to the Director of Student Services, the Supervisor leads the implementation, monitoring, and continuous improvement of the District's Multi-Tiered System of Supports (MTSS), Gifted Education Program, College and Career Readiness initiatives, and Climate and Culture efforts in alignment with the Cheltenham School District Strategic Plan. The Supervisor collaborates closely with school administrators, counselors, teachers, the Director of Student Services, the Office of Education, the Director of Safety, families, and community partners to ensure all students have access to comprehensive academic, behavioral, social-emotional, enrichment, and postsecondary supports. The Supervisor ensures compliance with applicable federal and Pennsylvania laws while promoting continuous improvement through data-informed decision making and collaborative leadership.
ESSENTIAL DUTIES AND RESPONSIBILITIES
District Leadership
- Assist the Director of Student Services in implementing the District's vision and strategic priorities related to student services.

Coordinate districtwide initiatives that improve student outcomes, remove barriers to learning, and strengthen equitable access to supports and opportunities.

Collaborate with principals, district administrators, counselors, and teacher leaders to ensure consistent implementation of district initiatives across all schools.

Develop implementation plans, procedures, and accountability measures for assigned programs.
-
Analyze program effectiveness and recommend improvements based on student outcome data.
-
Prepare reports, presentations, and recommendations for the Director of Student Services, Cabinet, and Board of School Directors.

Supervise assigned personnel in accordance with district policies and administrative regulations.
Multi-Tiered System of Supports (MTSS)
-
Coordinate implementation and continuous improvement of the District's Multi-Tiered System of Supports (MTSS).
-
Facilitate districtwide MTSS professional learning in collaboration with Teaching and Learning.
-
Meet regularly with MTSS leaders and school administrators to review intervention data, monitor implementation fidelity, and evaluate student outcomes.

Support schools in developing effective Tier I, Tier II, and Tier III systems for academic, behavioral, attendance, and social-emotional interventions.? Support principals in implementing positive behavior supports, restorative practices, attendance improvement initiatives, and student engagement strategies. ? Coordinate district recognition programs and initiatives that celebrate positive school culture and student achievement

Coordinate implementation of Early Warning Indicator systems to identify students requiring additional support.

Support school teams in the use of progress monitoring systems and intervention documentation.

Assist with problem-solving meetings and intervention planning to ensure timely and effective student support.

Promote meaningful family engagement throughout the MTSS process.

Evaluate research-based intervention programs and recommend instructional resources and professional learning.

Prepare district MTSS reports and implementation updates.
Gifted Education
-
Coordinate all aspects of the District's K-12 Gifted Education Program.
-
Ensure compliance with Pennsylvania Chapter 16 regulations and district procedures.
-
Oversee gifted referrals, evaluations, Gifted Individualized Education Programs (GIEPs), annual reviews, and procedural timelines.
-
Promote equitable identification practices that expand opportunities for historically underrepresented student populations.
-
Collaborate with school administrators to strengthen enrichment, acceleration, talent development, and advanced learning opportunities.
-
Coordinate professional learning for gifted teachers and administrators.
-
Serve as the district liaison for families regarding gifted education programming.
-
Monitor program effectiveness through compliance reviews, achievement data, and participation trends.
-
Prepare reports and recommendations regarding gifted education for district leadership.
-
Perform other duties as assigned.
College and Career Readiness
Coordinate district initiatives that prepare every student for successful postsecondary transitions.

Coordinate implementation of a comprehensive K-12 College and Career Readiness framework aligned with Pennsylvania Career Education and Work Standards.
- Support district implementation of Pennsylvania Act 158 graduation pathway requirements, including monitoring compliance and assisting the high school counseling team with student pathway documentation.
- Collaborate with secondary school counselors and administrators to increase awareness of multiple postsecondary opportunities, including: ? Four-year colleges and universities ? Community colleges ? Career and Technical Education programs ? Military service ? Apprenticeships ? Industry credentialing ? Workforce entry

Coordinate and expand district dual enrollment partnerships and opportunities.
- Support implementation of college and career exploration programming across all grade levels.
- Coordinate district utilization of Naviance to support academic planning, career exploration, college applications, scholarship searches, and individualized student success planning.
- Develop district awareness initiatives related to National Merit Scholarship recognition and other academic honors. Analyze college and career readiness data to support continuous improvement and equitable student access.

Build partnerships with higher education institutions, business leaders, employers, and community organizations that expand student opportunities.
Climate and Culture
Coordinate district initiatives supporting the Strategic Plan pillar focused on Nurturing Climate and Culture.
- Coordinate districtwide initiatives that promote positive school climate, belonging, student engagement, and inclusive learning environments.
- Collaborate with the Director of Safety to ensure alignment between safety initiatives and district climate and culture priorities.
- Coordinate district climate surveys and assist schools in developing responsive improvement plans.
- Monitor climate, attendance, discipline, and stakeholder perception data to identify trends and recommend improvements.
- Collaborate with Student Services, Teaching and Learning, and school leadership teams to align academic, behavioral, and social-emotional support systems.
- Prepare annual climate and culture reports for district leadership.
Collaboration and Communication
- Serve as a district resource for assigned Student Services initiatives.
- Build collaborative partnerships with families, community organizations, colleges and universities, business partners, and government agencies.
- Represent the District on regional and state committees related to assigned responsibilities.
- Develop presentations, reports, guidance documents, and communications related to Student Services initiatives.

Support grant development and implementation related to assigned program areas.
Other Duties
- Perform other duties as assigned by the Director of Student Services or Assistant Superintendent.
QUALIFICATIONS
Required:
-
Valid Pennsylvania Principal K–12 or Supervisor of Curriculum and Instruction certificate. ? Master's degree from an accredited college or university.

Minimum of five years of successful educational experience, including leadership responsibilities at the building or district level.

Demonstrated knowledge of MTSS implementation and continuous improvement.
-
Demonstrated knowledge of Pennsylvania Chapter 16 Gifted Education regulations.
-
Knowledge of Pennsylvania Act 158 graduation pathway requirements.
-
Experience supporting college and career readiness initiatives, dual enrollment, and postsecondary planning.

Knowledge of student information systems, data analysis, and progress monitoring platforms.
-
Strong organizational, communication, leadership, and interpersonal skills.
-
Demonstrated ability to collaborate effectively with administrators, educators, families, and community partners.
Preferred:
-
Doctoral degree in Educational Leadership or a related field.
- District-level leadership experience.
- Experience with Naviance or comparable college and career planning platforms.
- Pennsylvania Gifted Education Specialist certification or endorsement.
- Experience supervising or coordinating gifted education programs at the district level.
- Familiarity with MTSS digital platforms such as Linkit or equivalent systems.
- Experience supervising staff.
- Experience presenting to Boards of School Directors.
- Experience leading strategic initiatives and organizational improvement efforts.
