The Housing Services Manager oversees and implements all housing-related initiatives of the agency, to include temporary and permanent supportive housing; affordable housing development; homeownership initiatives; housing search and placement efforts; landlord development, etc. They are responsible for ensuring successful cross-coordination between program areas and with other departments. They will work closely with other senior-level management to drive strategy and innovation.
This person may be assigned to various office locations that are operated by LifeStyles.
Duties and Responsibilities
- Manages the day-to-day operations of the Housing Services Department
- Manage housing budget in collaboration with the CFO and CPO
- Provide project management support to advance new housing projects and initiatives
- Support development and grant writing initiatives and all reporting requirements
- Help to develop Housing Services policies and procedures
- Conduct and oversee HUD-approved counseling and education activities
- Provide and oversee intake, data entry, approval process, and case management service for those in permanent supportive housing units and Housing Authority referrals
- Engage in community outreach for proposed and existing housing projects
- Participate on a regular basis in community and stakeholder meetings
- Assist with outreach initiatives to help households access immediate needs and connecting with available resources
- Communicate regularly and effectively with development partners
- In conjunction with the leadership team, establish annual program, departmental and staff goals, metrics, and objectives and track results against these goals
- Implement, monitor and evaluate housing program activities on a regular basis
- Build and manage a highly effective and cohesive program team that delivers on the agency’s priorities for its clients
- Monitor team performance and carry out supervisory responsibilities, including assigning and directing work, evaluating performance, and delivering timely and constructive feedback in accordance with policies and applicable laws
- Provide leadership to department staff in assessing programmatic priorities, projects, and activities and their feasibility and priority in attaining the organization’s mission
- Meetings, Training and Support
- Facilitates, leads and attends staff meetings as assigned
- Attends managers meetings and provides recommendations to leadership
- Participates in cross-program service reviews that support the planning and coordination of service delivery
- Participates in professional/agency-wide community activities as assigned
- Provides or recommends training to/subordinate staff on the performance of duties
- Represents the organization by attending inter-agency and partnership meetings
- Other duties as assigned

Qualifications
- A minimum Bachelor’s degree in a Human Services, Community Development or Planning field and/or a minimum of 5 years’ experience in supervisory management
- HUD-certified counselor or able to obtain within 90 days of hire
- Have strong public speaking skills
- Valid Maryland Driver’s License
- Reliable transportation to and from work
- Ability to pass a drug/alcohol screening and criminal background check
Knowledge, Skills and Abilities
- Strong computer skills (Word, Excel, MS Office, Adobe Pro), including document management
- Experience with usage and management of automated data base systems
- Excellent communication skills-written and oral in English
