MHI Ship Repair & Services is a major marine repair and conversion contractor serving the U.S. Navy, Military Sealift Command, Maritime Administration and Commercial ship owners and operators worldwide. Our shipyard is conveniently located in the Mid-Atlantic region at the port of Hampton Roads, Norfolk Virginia.
ESSENTIAL FUNCTIONS

Reviews all subcontracts requisitions for accuracy, compliance with specs, adherence to budget and authorization for purchase.

Prepares and executes subcontract purchase orders. Issues RFPs/RFQs, and evaluates proposals to include completing a cost/price analysis.

Reviews and negotiates terms and conditions, and handles post-award administration and subcontract closeout with minimal supervision.

Maintains subcontract files in accordance with appropriate procurement procedures and government-approved purchasing system requirements.
- Follows-up and monitors subcontracts to evaluate subcontractor's ability to meet schedules, cost and technical requirements.

Ensure subcontractors are in compliance with all company policies, procedures and ethics requirements.

Interfaces with project team and production to discuss contractual issues, to provide early identification of risks and potential liabilities.

Works with managers and subcontractors to assist in resolution of impasses or other difficult related issues and recommends alternative courses of action as appropriate

Assist accounting with solving any processing problems with subcontract invoices.
ADDITIONAL RESPONSIBILITIES

Responsible for seeking out and investigating qualified subcontractors and soliciting price information.

Performs other duties as necessary and appropriate to this position.
MINIMUM QUALIFICATIONS
-
Bachelor's degree in business administration, procurement, accounting or related field.

At least two years of government subcontracting experience to include knowledge of FAR/DFARS. Equivalent combination of education and experience will be considered.

Good organizational skills.

Strong analytical abilities and quantitative skills. Must be capable of performing detail oriented work.

Must possess excellent negotiation, persuasion and problem solving skills. requiring a high degree of initiative and sound judgment.

Requires professional written and verbal communication and interpersonal skills.
