Senior Staff Engineer

CLASS SPECIFICATION

SENIOR STAFF ENGINEER

Pay Grade: GF-16
FLSA Designation: Non Exempt Effective Date: 03/04/2026

General Statement of Duties
Performs technical engineering work to assist the City Engineer and Assistant City
Engineer with planning and management of capital improvement projects, subdivision
and site development, involving plan reviews, system model analysis, civil engineering
design, and construction review / inspection; performs related work as required.

Classification Summary
The principal function of an employee in this class is to perform engineering duties
including project plan and permit review and approval, review of sewer studies, review
of transportation impact studies, construction site inspection for residential,
commercial, and management of capital improvement projects. The employee performs
planning and review duties for transportation, water, storm drainage and sewer projects.
Additionally, this employee assists in updates of City codes, standards, and specifications
to keep pace with the construction industry. The work is performed under the general
supervision of the City Engineer. This position assists in the supervision and training of
the Divisions Engineering Technicians. The principal duties of this class are performed in
an office and field environment.

Examples of Work (Illustrative Only)
Essential Duties and Responsibilities

Performs plan and technical report review, pre-construction review, and inspection

duties for residential, commercial, and capital improvements projects;

Assists with long-range planning of transportation, water, sanitary sewer, and

related projects with outside consultants and city staff;

Provides engineering and related drawings, diagrams, maps and property

descriptions;

Performs traffic counts and studies, as directed;
Interprets City codes, standards, and specifications.
Provides assistance as required to the City Engineer, and Assistant City Engineer;
Assists in supervision and training of Engineering Technicians;
Performs engineering calculations and computer modeling of the City’s Water,

Wastewater and Transportation systems.

Project management of assigned capital improvement projects

Senior Staff Engineer

Performs all work duties and activities in accordance with City policies, procedures,

and safety practices.

Other Duties and Responsibilities
• General Civil Engineering fundamentals relative to municipal design and

construction;

Engineering computer modeling;
CADD drafting;
Performs other related duties as required.

Knowledge, Skills and Abilities
Knowledge of:

General residential, commercial, public works, and other civil engineering design and

construction methods, materials, principles and practices;

General city planning and zoning codes and ordinances, engineering and

construction standards, and applicable building codes;

Computer-assisted engineering design (AutoCAD) and GIS (ESRI) systems;
Federal (OSHA) regulations and City policies regarding safe work practices;
Construction and Land Surveying;
Interpersonal communication skills.

Ability to:

Communicate effectively verbally and in writing;

• Read and interpret engineering plans, diagrams, blueprints, and specifications;
• Establish and maintain effective working relationships with elected officials,

contractors, co-workers, and the public, under sometimes stressful conditions;
• Analyze problems and provide solutions;
• Perform a wide variety of duties and responsibilities with accuracy and speed under

the pressure of time-sensitive deadlines;
• Operate standard office equipment including a personal computer and program

applications appropriate to assigned duties;
• Operate a variety of computerized engineering equipment and mapping and

drafting systems;
• Operate a motor vehicle.

Acceptable Experience and Training
• College degree in engineering; and

Four (4) year cumulative experience in civil or commercial design engineering,

construction, or a related field; or

Senior Staff Engineer

Any equivalent combination of experience and training which provides the

knowledge and abilities necessary to perform the work.

Special Qualifications
• Idaho Professional Engineers Registration is required

Valid driver’s license.

Essential Physical Abilities
• Sufficient clarity of speech and hearing or other communication capabilities, with or

without reasonable accommodation, which permits the employee to discern verbal
instructions, communicate with other employees and the public by telephone and in
person, and discern warning or emergency alarms, including vehicle backup
warnings;

Sufficient visual acuity, with or without reasonable accommodation, which permits

the employee to comprehend written work instructions, prepare technical
documents and reports, and review complex plans, diagrams, blueprints, and
specifications;
