Civil Engineer - Stormwater & Site Development (1099 Independent Contractor)

Position Summary:
We are hiring a remote Civil Engineer (or experienced stormwater specialist) as a 1099 independent contractor for project-based work. This role involves preparing stormwater management plans, drainage reports, and related documentation for residential and small site developments in western Washington. Preference will be given to candidates local to the South Sound region (e.g., Pierce, Thurston, and surrounding counties) for better familiarity with local jurisdictions and conditions. Fully remote work is possible, with flexible project-based scheduling.
Key Responsibilities:
- Develop stormwater management plans for residential and small site development projects, ensuring compliance with Washington State Department of Ecology standards and local requirements.
- Utilize the Western Washington Hydrology Model (WWHM) software to model runoff, design control facilities, and meet flow duration and mitigation criteria.
- Prepare Stormwater Pollution Prevention Plans (SWPPP) for construction activities.
- Complete drainage reports, including analysis of runoff, infiltration, and conveyance systems.
- Design utility connections (water, sewer, stormwater) integrated with site plans.
- Assess soil characteristics and perform related evaluations to inform stormwater design, infiltration feasibility, and foundation considerations.
- Produce high-quality, permit-ready documents suitable for review by local authorities and other professionals.
Qualifications and Requirements:
- Strong experience in civil engineering focused on residential and small site development, particularly stormwater management in western Washington.
- Proficiency with WWHM software (WWHM2012 or later versions) for continuous simulation hydrology and stormwater facility design.
- Knowledge of preparing SWPPP documents and drainage reports compliant with state and local regulations.
- Experience designing utility connections and evaluating soils/geotechnical aspects relevant to stormwater and site work.
- Professional Engineer (P.E.) license is highly desirable but not required; equivalent experience and expertise will be considered.
- Must have own computer, software licenses (including WWHM), and tools necessary for independent remote work.
- In-depth familiarity with western Washington codes, stormwater manuals (e.g., Ecology's Stormwater Management Manual for Western Washington), and South Sound regional requirements preferred.
- Excellent attention to detail, ability to meet deadlines, and strong communication skills for project coordination.
Compensation:
- Paid on a 1099 basis per completed project (rate based on project scope, complexity, and experience).
- No benefits provided as this is an independent contractor role.
