Position Summary:
The IDD Training Specialist – Ohio is responsible for coordinating, delivering, and evaluating employee training and development programs that support workforce readiness, employee competency, regulatory compliance, operational excellence, and person-centered service delivery throughout OneWell Health Care’s Ohio operations and assigned neighboring states.
A primary responsibility of this position is providing required new hire and ongoing employee training based on applicable state, regulatory, program, and organizational requirements. The IDD Training Specialist is also responsible for supporting employee fingerprinting activities, including coordinating and conducting fingerprinting when authorized, maintaining required documentation, and assisting with fingerprinting-related onboarding requirements.
The IDD Training Specialist works collaboratively with Human Resources, Talent, Operations, Compliance, Quality, and organizational leadership to support timely and effective employee onboarding and continuing education.
Position Scope:
The IDD Training Specialist supports employee onboarding, training, competency development, compliance education, and assigned fingerprinting activities throughout Ohio and neighboring states. The role delivers instructor-led, virtual, blended, and competency-based training; coordinates fingerprinting and onboarding requirements; conducts competency assessments, remediation, and refresher training; maintains Learning Management System (LMS) records and training documentation; and develops training materials. Responsibilities may include CPR/First Aid, behavioral support, health and safety, and other program-specific training as qualified. The position requires frequent travel and may involve work in offices, training facilities, community and participant service locations, and virtual environments, including occasional evenings, weekends, overnights, or interstate travel. Physical requirements include extended periods of standing and presenting, computer and equipment use, repetitive hand movements for fingerprinting, and occasional lifting of up to 25 pounds. Key Responsibilities:
The IDD Training Specialist coordinates and delivers new hire, ongoing, annual, refresher, remedial, and competency-based training; supports employee onboarding and workforce readiness; conducts authorized employee fingerprinting and maintains related documentation, tracking, confidentiality, and compliance; develops and maintains training materials, assessments, and competency tools; monitors training completion and certification requirements; maintains accurate LMS and training records; identifies training and competency gaps; collaborates with Operations, Human Resources, Talent, Compliance, and Quality; supports audits, licensing and regulatory reviews, and corrective action activities; evaluates training effectiveness and recommends improvements; maintains required credentials and professional competency; and provides additional training, onboarding, compliance, employee development, and organizational support as needed.
Regulatory Frameworks:
The IDD Training Specialist maintains working knowledge of applicable federal, state, program, payer, and organizational requirements related to training, onboarding, compliance, and participant services.
Key regulatory frameworks may include:
- Ohio Department of Developmental Disabilities (DODD).
- Ohio Department of Medicaid (ODM).
- Ohio Department of Health (ODH), as applicable.
- County Boards of Developmental Disabilities.
- Centers for Medicare and Medicaid Services (CMS).
- Home and Community-Based Services (HCBS) and Ohio Medicaid waiver requirements.
- Background check and fingerprinting requirements.
- Electronic Visit Verification (EVV) and Individual Service Plans (ISPs).
- Major Unusual Incidents (MUIs), incident reporting, and mandatory reporting requirements.
- Participant rights and person-centered planning.
- HIPAA Privacy and Security requirements.
- OSHA workplace safety standards.
- Abuse, neglect, exploitation, and prevention requirements.
- Corporate Compliance and Fraud, Waste, and Abuse requirements.
- OneWell Health Care policies, procedures, onboarding requirements, and training standards.
When working in other states, the Training Specialist follows applicable state-specific regulatory, program, payer, and organizational requirements.
Confidentiality:
The IDD Training Specialist is responsible for maintaining the confidentiality and security of all employee, applicant, participant, organizational, training, and fingerprinting information accessed through assigned duties. This includes fingerprint and biometric data, background screening information, Personally Identifiable Information (PII), Protected Health Information (PHI), personnel and training records, participant information, incident and compliance records, and proprietary materials. Confidential information must only be accessed, handled, stored, transmitted, or disclosed through approved processes and to authorized individuals.
Documentation Requirements:
The IDD Training Specialist is responsible for maintaining complete, accurate, timely, confidential, and audit-ready documentation.
Required documentation may include:
- Training attendance records.
- LMS completion records.
- Assessments and examination results.
- Competency validation records.
- Skills checklists and return demonstrations.
- Certification and recertification documentation.
- Remediation and retraining records.
- Instructor documentation.
- Training calendars and schedules.
- Training compliance reports.
- Fingerprinting appointment and completion documentation.
- Fingerprinting transaction or submission documentation, as applicable.
- Documentation of unsuccessful or repeated fingerprinting attempts when required.
- Assigned onboarding documentation.
- Other documentation required by applicable law, regulation, payer requirements, or organizational policy.
All documentation must be completed within established timelines and maintained according to applicable record retention and confidentiality requirements.
Certifications:
Required or preferred certifications may include:
- Ability to obtain and maintain state-approved instructor or trainer credentials applicable to assigned programs.
- CPR/First Aid Instructor certification, preferred or required based on assigned responsibilities.
- Completion of required training, authorization, registration, or credentialing necessary to conduct assigned fingerprinting activities.
- Training on approved fingerprinting equipment and applicable security and confidentiality requirements.
- Other instructor or operational certifications required by OneWell Health Care or applicable state/program requirements.
The employee must maintain all certifications, authorizations, and credentials required to perform assigned responsibilities.
Education:
Bachelor’s degree in Education, Human Resources, Organizational Development, Healthcare Administration, Nursing, Social Work, Business Administration, or a related field preferred.
An equivalent combination of education, professional training, and relevant experience may be considered.
Experience:
Preferred qualifications include:
- Three (3) or more years of experience in employee training, healthcare education, staff development, organizational development, developmental disability services, or a related field.
- Experience facilitating instructor-led adult education.
- Experience working with Direct Support Professionals or employees supporting individuals with Intellectual and Developmental Disabilities (IDD) preferred.
- Experience developing instructional materials and competency-based education.
- Experience providing new hire orientation or onboarding education.
- Experience with employee fingerprinting, background screening, or onboarding compliance processes preferred.
- Experience working in a regulated healthcare, HCBS, IDD, or human services environment preferred.
Technical Skills:
The IDD Training Specialist must demonstrate proficiency or the ability to become proficient in:
- Learning Management Systems (LMS).
- Approved electronic fingerprinting equipment and related systems.
- Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams.
- Virtual meeting and training platforms.
- Presentation and audiovisual equipment.
- Electronic documentation and record keeping systems.
- Training reporting and tracking tools.
- Development of presentations, assessments, instructional materials, and competency tools.
The position also requires strong presentation, facilitation, organization, communication, time management, attention to detail, confidentiality, and interpersonal skills.
Languages:
The employee must be able to read, write, speak, and understand English at a level necessary to effectively deliver training, explain policies, procedures, and regulatory requirements, facilitate discussions, assess employee understanding and competency, prepare training documentation, provide fingerprinting and onboarding instructions, and communicate with employees, leadership, and external stakeholders. Additional language proficiency may be beneficial based on workforce and operational needs.
Driver License:
A valid driver’s license is required.
The employee must maintain driving eligibility consistent with OneWell Health Care requirements and be able to travel independently to assigned training, fingerprinting, and operational locations throughout Ohio and neighboring states.
Travel Requirement:
Frequent travel throughout Ohio and neighboring states, including Indiana, is required to support training, fingerprinting, onboarding, and operational needs. Travel may include offices, training and fingerprinting locations, community and participant service locations, and other organizational or external sites. Overnight and interstate travel may be required, and the employee must be able to independently manage travel and maintain flexibility based on operational schedules.
