Job Summary
The Administrator of Workforce Development provides strategic leadership, operational oversight and data-driven management for the organization’s adult vocational training, employment services, and adult basic education initiatives. The Administrator will guide and oversee the department’s workforce development initiatives, leading a team of program managers to cultivate high-impact training pipelines from concept to execution. The Administrator supervises staff, manages program performance, and builds partnerships to support job placement and career advancement.
The ideal candidate is a data-driven leader with a deep understanding of workforce trends, grant management, and a passion for helping job seekers achieve economic mobility. The Administrator of Workforce Development will track and analyze enrollment, staffing, and instructional quality to ensure we are hitting our goals and satisfying employers.
KEY ACCOUNTABILITIES
- Systems & Data: Coach teams to track exactly how teaching hours improve student results.
- Diverse Learning: Teach teams to make programs work well for all kinds of students and use data to prove they work.
- Facilities: Work with executives to ensure classrooms, labs, and equipment are safe and big enough.
- Talent Pipelines: Partner with local businesses, healthcare, and manufacturing to get graduates hired directly.
- Market Alignment: Constantly check local hiring trends so our training certifications stay relevant.
- Brand Integrity: Make sure all public messages, flyers, and websites look professional and follow company guidelines.
- Flexibility: Handle other tasks as assigned by management.
RESPONSIBILITIES
The Administrator of Workforce Development empowers the workforce development team to build high -impact, measurable programs. The Administrator connects the program with employers and manages all performance data.
Program Leadership & Operations:
· Oversee the daily operations of all workforce development, job training, and placement programs.
· Ensure services meet high-quality standards and align with organizational goals.
Curriculum & Innovation:
· Coaches workforce teams to use evidence-based reporting directly tying instructional hours to student outcomes
· In conjunction with program leads, evaluate existing training programs and labor market data to identify skills gaps;
· Collaborate with instructors to update/improve curricula or launch new training tracks that match current market demands.
· Ensures that our training outcomes match state credentialling boards and industry standards.
Culturally Responsive Programming
· Trains teams to design accessible programs for diverse learners and uses data to measure effectiveness.
Oversees:
· Supervises employment services and Employment Specialist;. Oversee job placement, resume support, and employer outreach.
· Oversee ESL, Spanish GED, and Career Bridge programs;
· Monitor outcomes and ensure accessibility.
Team Supervision:
- Build a supportive team culture focused on growth and accountability.
- Supervise, mentor, and evaluate a team of program leads, instructors, and support staff, fostering a culture of accountability and professional growth.
Grant & Compliance Management:
· Ensure strict compliance with federal, state, and private grant requirements .
· Oversees data collection, tracks performance metrics, and prepare timely reports for funders and auditors.
Employer Engagement & Strategic Partnerships:
- Talent Pipeline Development: Encourages the cultivation and operational relationships with local businesses, healthcare providers, manufacturing partners, and chambers of commerce to secure direct placement pipelines for graduates.
- Market Alignment: Analyze local and regional labor market data continuously to ensure training certifications match immediate and projected employer hiring needs.
Stakeholder Collaboration:
· Act as the main contact for local job boards, community groups, and the state labor department
Budgetary Oversight:
- Work with the Executive Director and Finance Manager to develop and monitor the department budget, ensuring optimal allocation of resources. .
- Spend grant funds and training money responsibly and efficiently.
POSITION SPECIFICATIONS

Education and Experience
Required
· Minimum Bachelor’s degree, preferably in business administration, public administration, education or human services related field, or closely related field. Equivalent practical in workforce development or related military experience will be fully considered.
· Minimum of 5-7 years of progressive leadership in workforce development, vocational training administration, adult instruction within Pennsylvania (e.g., Department Human Services or Department of Labor and Industry).
- Proven capability to establish structured departmental agendas, analyze program performance data, manage complex grant compliance, and lead teams through organizational transitions.
Preferred
· Expertise in Pennsylvania's workforce networks, regional job markets, and funding streams like WIOA regulations and state training initiatives.
· Experience working with adult learners in an educational setting.

Pay: $60,000.00 - $66,000.00 per year
