Summary/Objective
Dolphin Property Services is a New York-based real estate property management company specializing in affordable housing properties throughout New York City. We are seeking an experienced, organized, and detail-oriented Building Compliance and Violations Specialist to support the Director of Building Compliance and Violations in overseeing all aspects of violations management, regulatory compliance, and agency coordination across our property portfolio.
This role will play a critical role in tracking, managing, and resolving violations issued by various NYC agencies, including HPD, Department of Buildings, ECB/OATH, FDNY, DEP, DOHMH, and related agencies. This role requires strong organizational skills, knowledge of affordable housing compliance, and the ability to work collaboratively with property management teams, vendors, attorneys, and government agencies.
The ideal candidate is proactive, highly organized, comfortable working in a fast-paced environment, and willing to visit city agencies, particularly HPD offices, as needed to assist in resolving compliance matters.
Essential Functions Include but Are Not Limited to the Following:
- Help manage and maintain all active and aged violations across the property portfolio, including HPD, ECB/OATH, Dept of Buildings, lead-based paint, mold, and related compliance matters.
- Track violation statuses, correction deadlines, hearings, certifications, dismissals, and close-outs.
- Coordinate with property managers, site staff, vendors, attorneys, and consultants to ensure timely correction and resolution of violations.
- Assist with preparing and filing Certificates of Correction, Dismissal Requests, NE-2 forms, and other required compliance documentation.
- Upload required documentation to agency portals, including HPD and NYCHA/DTR systems.
- Schedule and manage HPD dismissal inspections and agency follow-ups.
- Conduct research and investigations related to violations issued by city agencies including HPD, Dept of Buildings, FDNY, DEP, DOHMH, and ECB/OATH.
- Visit city agencies, including HPD offices and administrative hearing locations, as necessary to resolve compliance and violation matters.
- Assist in monitoring compliance with NYC Local Laws and affordable housing regulatory requirements.
- Work closely with the Director of Building Compliance and Violations on ongoing compliance initiatives and special projects.
- Support annual and periodic compliance inspections including window guards, fire safety compliance, lead-based paint requirements, boiler inspections, sprinkler inspections, and other mandated inspections.
- Communicate regularly with internal teams regarding outstanding violations, compliance deadlines, and required corrective actions.
- Assist with preparing reports for ownership and senior management regarding violation trends, open items, and compliance risks.
- Respond promptly to urgent compliance issues and agency inquiries.
Requirements
- Bachelor’s degree preferred; relevant experience in affordable housing, property management, compliance, or violations management will also be considered.
- Minimum of 3–4 years of experience in affordable housing, building compliance, property management, violations management, or a related field.
- Strong knowledge of NYC housing and building agencies including HPD, Dept of Buildings, ECB/OATH, FDNY, DEP, and related compliance procedures.
- Experience handling violations related to HPD, lead-based paint, mold, housing maintenance code, and general building compliance strongly preferred.
- Familiarity with affordable housing regulations and compliance requirements.
- Strong organizational skills with the ability to manage multiple priorities and deadlines.
- Excellent written and verbal communication skills.
- Ability to work independently and collaboratively in a fast-paced environment.
- Proficiency in Microsoft Office Suite and property management/compliance tracking systems.
- Willingness to travel throughout NYC boroughs and visit city agencies as needed.
- Notary Public certification is a strong plus.

Pay: $70,000.00 - $80,000.00 per year
