Business Analyst II

SUMMARY
The Business Analyst II will consult with internal and external personnel, other system/process experts and end users to develop an understanding of the varied and complex business needs and software platforms that support the programs of the agency. The Business Analyst II will also assist in system-related analysis, testing, and training functions, for new business requirements and enhancements; and provide general feedback and direction to front line staff and operations' Team Lead.
JOB DUTIES
- Reviews system for errors and software problems, makes recommendations for and analyzes improvements and upgrades, and implements communication, training and improvement plans.
- Assists in business activities including, but not limited to: start-up, conversions, RFP requirements, deconversions, website content, printed documentation, procedures manuals, due diligence, and other system-related projects.
- Analyzes requirements of end users and prepares specifications for development and modifications of various systems and automated processes.
- Updates director and other relevant staff on status of projects, assignments and tasks, using queries, reports, timelines and graphics.
- Assists with development of staff
- Serves as contact for external customers, vendors and inter-departmental partners.
- Collaborates with Senior Business Analyst to ensure procedures kept up to date.
- Executes system quality control practices.Maintains current knowledge of software platforms that support programs of the agency and new industry regulations.
- Regular attendance and punctuality are considered an essential function of this position.
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS
- Bachelors Degree in business, computer technology or analytical techniques or related field; or minimum of four years’ experience within the organization, supervising, managing or coordinating business operations or systems development to substitute for a degree.
- An additional two years’ experience managing operations, business analysis, or systems development.
- Experience in end user analysis and testing of complex information and processing systems
- AS/400 (IBM iSeries) end user or equivalent computer experience.
- High level of computer literacy with relational database structures, reporting/query tools, spreadsheets, word processing and database software and/or business systems (Word, Access, Excel).
- Well developed communication and negotiation skills.
- Excellent leadership, interpersonal and motivation skills.
- Accepts and adapts to change as directed; understands change is a constant and necessary path for improvement and growth.
