Nature of Work
Analyze blueprints, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for construction projects. Routinely interact with vendors, suppliers, and subcontractors in preparation of bids. Responsible for providing full estimating services for construction projects.
Responsible for developing conceptual, budgetary, target price, and hard bid estimates for utility power generation, industrial, and energy infrastructure projects. Works closely with operations, engineering, procurement, vendors, and subcontractors to develop competitive project solutions and support successful project execution
Essential Functions and Responsibilities
Assist with review of proposal selections / drawings to determine scope of work and required contents of estimate
Perform quantity take offs per plans and specifications.
Review and understand plans and specifications for each project assigned.
Perform code reviews on assigned projects.
Provide detailed scope of all work included in the proposals
Compute cost factors and prepare estimates used for management purposes such as planning, organizing, and scheduling work; preparing bids; selecting vendors or subcontractors; and determining cost effectiveness.
Carry out estimating project approach. Implement quality control measures to ensure accuracy and completeness of estimates.
Solicit subcontractor and supplier bids and interface with their representatives in order to receive responsive bids.
Scope and tabulate subcontractor and supplier bids for conformance with bid documents to aid in determining the value of the work.
Participate in compiling technical responses and qualifications for RFP’s and RFQ’s.
Utilize estimating software and conform to established policies and procedures.
Participate in pre-bid meetings, bid strategy and presentation meetings as requested.
Interface with other individuals in the organization to obtain support and commitment of the cost estimates.
Assist with prospects/clients contact to obtain bids and confirm pricing.
Assist in updating estimating software programs.
Conducts actions in a professional and unbiased manner.
Complies with all company and site policies and best practice standards.
Continuously develops proficiency and understanding in the role.
Maintains a professional appearance and workspace.
Participates in and complies with all company safety and quality programs and procedures.
Promote the company safety culture and safety awareness throughout the company, projects, or office.

Exercise initiative or, as directed, perform additional duties to meet the needs of the organization.
In addition to the above, this position is responsible for the following:
Responsible for procedure scope of work for all proposals.
Manage and lead preconstruction meetings and coordinate with VDC
Review and audit of value management alternatives
Coaching/mentoring/training
FISCAL RESPONSIBILITY
- Assumes responsibility for day-to-day financial management of assigned scope of responsibility by understanding the budget process, accurately forecasting and limiting month-to-month fluctuations.

Simple-cycle gas generation
Combined-cycle gas generation
Reciprocating engine generation
Power Plant Construction & Maintenance
Utility maintenance outages
Boiler pressure part replacement
Feedwater heater replacement
SCR and environmental retrofit projects
Industrial Construction
Experience with utility owners, cooperatives, municipal utilities, and independent power producers.

Education
- Bachelor's degree from 4-year college/university or equivalent experience
Experience
- 5+ years or more of related work experience preferred
- Other technical experience such as military, public service, on the job training programs, etc. may meet this requirement as determined by local management
