The Transportation Environmental Resources Program Manager 2 performs professional and managerial work. This position serves as the administrative officer of a statewide specialized environmental resources program under the direction of the agency head or in complete charge of a secondary program, as may be outlined by state code. They exercise delegated authority to the staff organizational unit to pursue goals through orderly and efficient planning, organizing, directing and controlling of activities where objectives, operations, and statutory requirements are analogous, of defined scope, and require specialized knowledge of specific environmental resources programs or fields; or serves as the principal assistant to an administrator with extensive program-specific expertise. Their work requires analysis and interpretation of scientific theory and principles; professional practices; agency philosophy, operational policies, and regulations; and knowledge of a specific field where situations may be atypical, precedent-setting, or controversial. The duties include direction and supervision of administrative and managerial activities through subordinate leaders, including a sizable professional and clerical staff. They have the latitude to exercise independent judgment in the execution of duties within their jurisdiction. Their work is reviewed primarily for results obtained, timeliness, compliance with laws, rules, regulations, procedures, and policies. Decisions include major areas of uncertainty in approach, methodology, or interpretation and evaluation processes that result from such elements as continuing changes in the program, technological developments, unknown phenomena, or conflicting requirements. Performs related work as required.

REQUIRED TRAINING/EDUCATION

Bachelor’s degree from a regionally accredited college or university with a major in environmental studies, geography, archaeology, natural science, geology, biology, chemistry, physics, engineering/engineering technology, or a related field.

Substitution: Full-time or equivalent part-time paid professional experience in reviewing and evaluating scientific or statistical data, planning, personnel management, program management, or developing policies may be substituted for the required training/education through an established formula.
REQUIRED EXPERIENCE

Seven (7) years of full-time or equivalent part-time paid professional experience in reviewing and evaluating scientific or statistical data, planning, personnel management, program management, or developing policies; two (2) years of supervisory experience in the above areas are required.

Substitution: Successful completion of graduate coursework from a regionally accredited college or university with a major in environmental studies, geography, archaeology, natural science, geology, biology, chemistry, physics, engineering/engineering technology, or a related field may substitute for two (2) years of the required non-supervisory experience through an established formula.
Promotional Only: Three (3) years as a Transportation Environmental Resources Specialist Senior.
