The Team Lead, Learning and Development supports CARF’s mission, vision, values, goals, and objectives by providing both technical instructional design/eLearning development expertise and team leadership for strategic learning and development initiatives that contribute to organizational effectiveness and business development, and are in compliance with company policies and procedures, applicable laws, and contractual obligations.
This position serves as a working technical lead, providing day-to-day leadership to a small team of learning and development professionals while also performing full-cycle instructional design and eLearning development work, including analyzing learning needs, collaborating with subject matter experts on content, designing and developing start-to-finish learning solutions, supporting implementation, and evaluating effectiveness.
Learning and development initiatives include:
Talent development programs that are designed to enhance the individual and collective competencies (e.g., knowledge, skills, abilities, other characteristics) needed to meet organizational goals, e.g., Surveyor Training and Assessment Programs, Surveyor Continuing Education Program, staff training, Leadership Development Programs.
Organization education programs that are designed to educate customers (organizations exploring, seeking, and maintaining accreditation) on CARF accreditation/certification processes, standards, and quality framework, e.g., in-person and virtual CARF 101, Transforming Outcomes, webinars.
Accreditation education programs that recognize the intersection between staff, surveyors, and customers in designing/implementing joint learning programs that provide value and standardization across multiple business units, e.g. ASPIRE eLearning courses, program standards courses.
Innovative learning technology solutions that require technical evaluation, configuration, authoring, testing, and maintenance to improve instructional delivery effectiveness and efficiency and enhance the learner and trainer experience, e.g., learning management systems, course authoring software, virtual meeting platforms, audio-visual equipment, assistive/accessible technologies, data collection tools.

Essential Duties and ResponsibilitiesThe following duties and responsibilities are the essential functions of this job that an individual must be able to perform with or without a reasonable accommodation:
Learning and development - In collaboration with key stakeholders/subject matter experts, responsibilities include, but are not limited to performing, coordinating, overseeing, and providing team leadership for technical instructional design, eLearning development, learning technology, and project oversight activities, including the following:
Applying human performance improvement techniques to evaluate requests for HRET support, analyze individual or organizational performance gaps and root causes, and recommend appropriate solutions or interventions, which may include training, job aids, communication, process improvement, change management support, or other non-training approaches.
Using best practice instructional design and eLearning development methodologies, including but not limited to:
Needs assessment and performance analysis: Conducts learning needs assessments, analyzes learner characteristics and organizational goals, and completes performance gap analyses to determine root causes and define measurable learning objectives.
Instructional design and eLearning development: Uses instructional design and eLearning methodologies to analyze, design, develop, implement, and evaluate engaging, accessible, and outcomes-focused learning solutions in collaboration with key stakeholders/subject matter experts.
Project planning and design documentation: Develops and maintains instructional design project plans that define the learning or business need; strategic alignment; assumptions, risks, and constraints; target audience; proposed solutions and deliverables; scope and timelines; stakeholder roles; approval workflows; and communication, implementation, measurement and evaluation plans.
Course design and development: Develops high-level and detailed design documents, storyboards, scripts, prototypes, course maps, and other materials that outline program requirements, learning goals and objectives, instructional strategies, training content, delivery methods, assessment approaches, and stakeholder review points.
Learning asset and digital content development: Designs and develops eLearning modules, microlearning, simulations, job aids, assessments, facilitator guides, train-the-trainer materials, and other learning assets aligned with business needs and learner outcomes, including interactive multimedia content created with tools such as Articulate 360, Adobe Captivate, or similar platforms.
Learning principles and accessibility: Applies adult learning theory, multimedia learning principles, learner-centered strategies, agile instructional design practices, and accessible design standards.
Assessment and continuous improvement: Develops and maintains competency-based assessment tools to measure training effectiveness and uses feedback, data, and evaluation results to improve learning design and implementation practices.
Content conversion and enhancement: Converts, repurposes, and enhances instructor-led courses and existing content into interactive eLearning or blended learning formats, as appropriate.
Instructional quality and technical review: Reviewing instructional design and eLearning deliverables for instructional effectiveness, technical functionality, accessibility, accuracy, usability, and alignment with organizational standards.
Applying best practice training delivery, facilitation support, and program administration methods to enhance the learner and trainer experience and support effective learning operations, including but not limited to:
Learning program facilitation support: Hosting and moderating in-person or virtual synchronous learning programs, e.g., surveyor training and assessment programs, surveyor conferences, customer webinars.
Continuing education administration: Administering continuing education credit programs, e.g., evaluating non-CARF professional development requests, assigning/communicating CE point values.
Post-training support and follow-up: Performing post-training activities, e.g., distributing feedback questionnaires, coordinating transcription services, supporting completion documentation or follow-up communications, as appropriate.
Utilizing innovative learning technology and other enterprise software/platforms to maximize efficiency and enhance the learner and trainer experience, including but not limited to:
Learning technology requirements and solution evaluation: Identifying functional, technical, accessibility, and user-experience requirements and researching, testing, and selecting appropriate learning technologies to support learning and talent development solutions such as learning management systems, virtual meeting/webinar platforms, course-authoring software, audio-visual equipment, and accessible/assistive technologies.
Learning technology implementation and maintenance: Supporting the integration, administration, maintenance, troubleshooting, and continuous improvement of selected learning technologies to enhance instructional delivery, learner and trainer experience, accessibility, and operational efficiency.
Business management - In collaboration with key stakeholders/subject matter experts, ensure alignment with strategic priorities by:
Participating in the development/implementation of:
A talent management strategy that enables the organization to drive short-and long-term results, understanding how the learning and development function is an integral part of talent acquisition, employee relations and engagement, compensation and benefits, and compliance and risk management programs.
An education strategy that supports individual/organizational effectiveness and business development initiatives, understanding the unique relationship between staff, surveyors, and customers.
Various change management strategies to support the adoption and utilization of new policies, processes, and systems, fostering a culture of collaboration and continuous improvement.
Leading/participating in cross-functional workgroups and/or committees, including providing technical recommendations on instructional design, eLearning development, learning technology, implementation readiness, and evaluation approaches.
Participating in the development/maintenance of departmental budgets, performance metrics, and business continuity measures.
Managing vendor-partner relationships and negotiating contract provisions, as appropriate.
Partnering with the CARF/ARPCT liaison for EditU/SkillSoft administration.
Adhering to ethical principles and company policies regarding the use of Artificial Intelligence (AI) and the safeguarding of restricted and/or confidential information obtained as part of HRET department activities.

The market entry salary range for this full-time, exempt position is $75,003-$78,753 USD annually, payable semi-monthly. Actual starting salary is commensurate with education and experience. Based in Tucson, AZ, this position may be eligible for relocation assistance or part-time (up to 2 days per week) remote work.
The following qualifications represent the training, education, certifications, licensures, and/or work experience required to perform the essential duties and responsibilities successfully:

Bachelor’s degree in human resources development, instructional design, education, or related field and (7) seven years related professional experience required. Master’s degree and five (5) years related professional experience preferred.

Specialized training and/or demonstrated knowledge of full-cycle instructional systems design, human performance improvement/technology, and complex project management required.

Learning technology (e.g., course authoring software such as Articulate 360 or Adobe Captivate, learning management/learning content management systems, webinar/virtual meeting platforms, web-based surveys) experience required.

Demonstrated leadership and communication skills necessary to effectively manage various large-scale learning and performance initiatives from inception to implementation required.
