Position Title: Clinical Supervisor (QMHP) in Behavioral Health & Homeless Assistance

Compensation: $65,000 - $80,000 depending on experience

Position Overview:
The Cunningham Township Supervisor’s Office (CTSO) employs a Clinical Supervisor (QMHP) in Behavioral Health & Homeless Assistance who provides clinical direction, case consultation, and operational oversight across the Township’s programs. The position provides clinical oversight of the Township’s new peer-led Living Room Program (LRP), Bridge to Home (homeless services), CARES (rapid assistance), and General Assistance (disability and income support) teams.
Cunningham Township is a public office providing assistance for residents facing housing insecurity and homelessness, unemployment, disability, and food insecurity. The Clinical Supervisor ensures high-quality, trauma-informed social service provision through leadership that empowers and learns from participants, staff, and community partners.
Duties and Responsibilities
Living Room Program Component
- Provide clinical backup, consultation, and required diagnostic oversight for the peer-led Living Room Program as a Qualified Mental Health Professional (QMHP) as required by the grant.
- Conduct mental health assessments (MHA) and crisis de-escalation when clinically indicated, ensuring a welcoming, low-stimulus, non-institutional environment that supports emotional healing.
- Provide professional coaching and supportive supervision to Certified Recovery Support Specialists (CRSS) and peer recovery staff, actively protecting the integrity and non-clinical nature of the peer support role.
- Assist guests in crisis with developing Wellness Recovery Action Plans (WRAP) and navigating warm hand-offs to external treatment facilities or community providers.
- Maintain up-to-date policies, procedures, and clinical log documents in full alignment with Illinois Department of Human Services (IDHS) 510-RTLR grant compliance guidelines.
Township Assistance Clinical Oversight
- Provide professional social work supervision, case consultation, and clinical coaching for case managers on the Bridge to Home (homeless services), CARES (rapid assistance), and General Assistance (disability and income support) teams.
- Support the assistance teams in executing, managing, and troubleshooting complex cases involving chronic homelessness, acute trauma, substance use, severe mental health conditions, and complex life circumstances.
- Review, consult on, and sign off on participant care plans and resource interventions, utilizing a trauma-informed "screening in" approach focused on long-term resident success.
- Assist the Leadership Team in tracking program outcomes, collecting metrics for grant reporting, and leading continuous program improvements that integrate feedback from participants.
General Leadership & Human Resources
- Support oversight of CARES Team rapid response staff members.
- Act as a Field Instructor for Social Work Student Interns as needed, coordinating internship learning plans in alignment with both educational standards and organizational goals.
- Serve as a mandated reporter for suspected child abuse, elder abuse, and the abuse of adults with disabilities.
- Identify employee training needs, source professional development resources, and represent the Township before public bodies and regional provider committees as assigned.
Qualifications Include:
- Must meet the Illinois Rule 140 requirements for a Qualified Mental Health Professional (QMHP) (https://ilga.gov/commission/jcar/admincode/089/089001400D04530R.html). Qualified applicants may include:
- Licensed clinical social workers, professional counselors, advanced practice nurses, marriage or family therapists; OR
- Registered nurses or occupational therapists with one year of mental health experience; OR
- MA or PhD in counseling and guidance, rehabilitation counseling, social work, psychology, pastoral counseling, family therapy, or related field AND has completed 1,000 hours or one year of supervised clinical experience.
- At least 3 years of professional experience in crisis stabilization, mobile crisis response, psychiatric rehabilitation, or intensive homeless service case management. Prior experience providing clinical supervision or professional coaching is preferred.
- Deep commitment to equity, social justice, and ending housing insecurity. Strong knowledge of trauma-informed care, harm reduction, and collaborative team building. Demonstrated proficiency working respectfully with people of all economic, racial, and gender identities.
- Ability to effectively organize, complete, and evaluate multiple assignments.
- Excellent oral and written communication skills.
- Strong work ethic, good judgment, and a results-oriented approach.
- Ability to follow policy and procedures, and hold participant information in strict confidence.
- Ability to adapt to changing environments and new technologies.
- Digital office skills including: Windows, Word, Excel, Outlook, Google Docs
Preferred Qualifications:
- Supervisory experience
- Spanish, French, or ASL language proficiency
