This position is responsible for providing on-site construction observation and representation services for roadway, utility, and infrastructure projects. The Resident Project Representative (RPR) monitors construction activities for general compliance with project plans, specifications, and contract requirements while supporting safe, efficient, and high-quality project delivery.
The Resident Project Representative serves as ARRO’s on-site liaison between contractors, clients, project managers, and engineers, maintaining accurate project documentation and communicating project progress, issues, and observations throughout construction activities.
This position reports to the Project Manager.
Essential Job Responsibilities
- Perform on-site observation of roadway, utility, and infrastructure construction projects.
- Evaluate construction activities for general conformance with project plans, specifications, and contract requirements.
- Document project progress, field observations, and construction activities through detailed reports and daily records.
- Communicate project updates, issues, and construction concerns to project managers, engineers, contractors, and clients.
- Represent ARRO professionally while interacting with contractors, clients, regulatory agencies, and the public.
- Monitor construction activities to help ensure quality workmanship and compliance with safety standards.
- Assist in identifying and documenting construction deficiencies, discrepancies, or potential issues.
- Coordinate with project teams to support timely and efficient project delivery.
- Maintain organized project documentation, records, photographs, and reports.
- Support project closeout activities, including final documentation and punch list review.
- Any other duties, as necessary, to drive to the vision, fulfill the mission, and abide by the values of the organization.
Required Skills/Knowledge
- High school diploma or equivalent combination of education and experience.
- Minimum of 3 years of construction observation experience related to roadway, storm sewer, sanitary sewer, water, or infrastructure projects.
- Knowledge of construction practices, procedures, tools, materials, and terminology.
- Ability to read and interpret engineering plans, specifications, and construction documents.
- Strong communication, organizational, and problem-solving skills.
- Ability to work independently in active field and construction environments.
- Proficiency in preparing field reports and maintaining accurate project documentation.
- Ability to effectively communicate with contractors, clients, project teams, and the public.
- Valid driver’s license and reliable transportation to project sites may be required.
Physical Requirements – Work Environment
- Ability to stand and walk for prolonged periods on active construction sites and uneven terrain.
- Frequent outdoor work in varying weather and environmental conditions.
- Ability to lift and carry light equipment, materials, or documentation (typically up to 20–25 pounds).
- Required to have close visual acuity to inspect construction activities and review project documents.
- Field-based work environment involving exposure to active construction operations, equipment, dust, noise, and traffic conditions.
- Frequent interaction with contractors, project teams, clients, and the public.
- Noise level in the work environment may range from moderate to high depending on construction activities.
- May require occasional extended hours or schedule adjustments to support project needs and construction schedules.

Daily Work Location/Hours
The employee will primarily work on active construction sites located in and around Frederick, Maryland, in accordance with established project schedules. This position is primarily field-based and may require travel between project locations as needed to support construction activities and client needs.
