Bayview Foundation, Inc. is a nonprofit organization that provides affordable housing and supportive services to residents living in Madison’s beautiful and historic Triangle Neighborhood. At the heart of the neighborhood, Bayview operates a vibrant and comprehensive community center that provides culturally relevant and responsive educational, social, recreational, and cultural programs and services.
Bayview features 130 apartment and townhouse units, providing affordable housing for approximately 450 residents, including nearly 200 children. Programs focus on food access, youth development and education, adult learning and workforce advancement, resource navigation, senior wellness, and arts and culture. Hours and Compensation
The Housing Compliance Specialist is a contracted position with an anticipated work load of 10-15 hours per week. Hourly pay $35-$45/hr based on experience and qualifications. This is primarily a remote work position with an opportunity for in-person office hours. Flexible hours with some daytime (M-F) availability required.
Duties and Responsibilities:
The Housing Compliance Specialist supports Bayview’s housing operations by ensuring tenant file and reporting compliance for 130 units. Duties include:
- Review files and/or provide necessary corrections to staff
- Approve files for tenant move-ins, recertifications and interim changes
- Create TIC and 50059
- Monthly TRACS submission
- Track and implement annual rent increases and utility allowance updates for tax credit, Dane Co. Housing Authority and market rate units
- Send required reports to funding sources, including investors and WHEDA
- Ensure adherence to regulatory agreements and compliance with HOTMA
- Ensure OneSite is updated and all reports are accurate
- Implement annual HUD gross rent changes and utility allowance updates (August 1)
- Track the "vacant unit rule" requirements to ensure compliance
- Assist with running EIV and New Hire Reports
- Answer compliance questions and provide guidance to staff as needed/requested
Qualifications
- At least 3 years of direct work experience in housing compliance with Low Income Housing Tax Credits and Section 8 HUD Project-Based Rent Subsidies
- At least 3 years of experience with quarterly occupancy and finance reporting
- Excellent organizational skills, attention to detail and ability to meet deadlines
- Excellent communication abilities
- Experience using housing management software such as Real Page One-Site
- HUD Occupancy Specialist or LIHTC certification preferred
Requirements
- Extremely proficient in Microsoft Office applications, including Google Suite and Microsoft applications; Experience using housing and/or leasing software
- Ability to maintain confidentiality in working with tenants and information
