DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Chief Human Resource Officer, the Director of Human Resources is responsible for planning, directing, and coordinating the administrative human resources functions of VCCHC. The DHR will oversee the recruiting, interviewing, and hiring of new staff, consult with top executives on strategic planning, and serve as a link between an organization's management and its employees.
Meets with the HR team regularly to ensure HR tasks are completed.
Analyze wage and salary reports and data to determine competitive compensation plans and benefits and present them to the CFO and CEO.
Oversee full-cycle recruitment, from requisition approval through onboarding.
Source candidates through job boards, social media, networking, employee referrals, and direct outreach.
Screen resumes and applications to identify qualified candidates.
Present qualified candidates and provide hiring recommendations to management.
Extend employment offers and negotiate compensation within established guidelines.
Ensure a positive candidate experience throughout the recruitment process.
Ensure compliance with employment laws, equal employment opportunity regulations, and company hiring policies.
Support onboarding activities to facilitate a smooth transition for new hires.
Participate in employer branding initiatives, career fairs, and community recruitment events.
Continuously identify and implement best practices to improve recruitment efficiency and effectiveness.
Partner with hiring managers to understand workforce needs, job requirements, and candidate profiles.
Ensure policies and procedures are followed, advising department managers of company policy regarding equal employment opportunities, compensation, and employee benefits, striving for consistency, continuity, fairness, and standardization.
Administers benefit programs and leave of absence.
Contribute to team effort by assisting other departments as needed while maintaining the confidentiality of VCCHC business.
Work cooperatively with all staff members and outside sources in a professional manner to deliver a high level of service.
Always exercise courtesy whenever patients, family members, visitors, and co-workers are present.
Respect the privacy, confidentiality, and dignity of our patients, family members, visitors and co-workers.
Assist in all aspects of the credentialing process for all providers and line staff as designated and required by HRSA and FTCA guidelines.

Bachelor’s Degree (B.S.) from a four-year university with a special emphasis in Human Resources or related field; or Current valid SPHR Certificate and five years of experience as an HR Manager in the field of Human Resources Management; or ten years of continuous experience as an HR Manager.
Preferable experience with an FQHC.
Ability to work with little supervision, identify and prioritize tasks, and ensure productivity to meet deadlines.
Current BLS (Basic Life Support) Card.
Strong oral and written communication skills. Strong facilitation skills, and experience leading presentations or workshops.
Proficiency in Microsoft Office applications.
Special Requirements
Must have a reliable automobile for use on the job (mileage to be reimbursed);
Subject to a criminal background check before employment;
Annual Influenza, TB clearance, to be renewed every year.
