This position plays a critical role in ensuring the accuracy, efficiency, and compliance of the Comptroller’s Office financial operations by overseeing the use of Oracle Fusion Cloud ERP/Payroll software by the business owner/end-users, ensuring end-users are using the system as designed or recommending design changes. They will serve as a liaison to ITSA who oversees/performs software configurations. This role requires a strong understanding of finance processes, excellent analytical skills, and the ability to translate business requirements into clear, actionable rules. The ideal candidate will be a detail-oriented problem solver who can collaborate effectively with both finance stakeholders and IT teams to optimize the performance and data integrity of the financial system.
Essential Functions and Responsibilities:
Business Rule Management (Standard Operating Procedures for how the business properly utilizes the software to conduct day-to-day business):
- Serve as the primary point of contact for all finance-related business rules within the cloud finance software (e.g., expense categorization, approval workflows, GL account derivations, tax treatments, payment terms, reconciliation logic).
- Define, document, and maintain a comprehensive library of business rules and workflow diagrams, ensuring clarity, consistency, and accessibility.
- Collaborate with various finance departments (e.g., Accounts Payable, Accounts Receivable, General Ledger, Federal Grants, Treasury) to gather requirements and translate them into actionable business rules.
- Ensure that business rules align with company policies, accounting principles (GASB), and regulatory requirements.
Access Management:
- Solicit access request documentation from other agency stakeholders.
- Document approved roles for system access.
- Work with ITSA to provision roles.
- Work with ITSA to make changes to approval workflows.
System Configuration Oversight (Non-Technical):
- Work closely with IT/System Administrators to communicate and validate the proper configuration of business rules within the cloud finance software.
- Participate in user acceptance testing (UAT) to verify that configured rules function as intended and meet business needs.
- Identify and troubleshoot issues related to business rule application, working with technical teams to resolve discrepancies.
Process Improvement and Optimization:
- Continuously review and analyze existing business rules to identify opportunities for efficiency gains, automation, and process improvements.
- Propose and implement changes to business rules to enhance data quality, streamline workflows, and reduce manual effort.
- Work with ITSA to identify the best use of Oracle's automation tools to improve the finance operations of the City.
- Demonstrated experience working with cloud-based financial software such as Oracle ERP Fusion (preferred), Workday Financials, SAP S/4HANA Cloud, Microsoft Dynamics 365 Finance.
Documentation and Training:
- Develop and maintain comprehensive documentation for all finance business rules and their impact on system functionality.
- Assist in training finance users on the proper application and understanding of business rules within the system.
Compliance and Audit:
- Support internal and external audit requests related to business rule documentation and application.
- Ensure that all business rules adhere to internal controls and regulatory compliance standards.

- Data Utilization: Requires the ability to understand financial system support, data governance, or business analysis, and knowledge of process mapping and workflow design.
- Human Interaction: Requires the ability to explain, demonstrate, and clarify to others within well-established policies, procedures, and standards. Ability to follow specific instructions and respond to simple requests from others.
- Equipment, Machinery, Tools, and Materials Use: Requires the ability to effectively use modern office technology and digital tools to perform essential job functions. This includes operating computers and related peripherals, utilizing cloud-based enterprise resource planning (ERP) and payroll systems, financial management software, data visualization tools, and collaboration platforms. Proficiency with Microsoft 365 (Word, Excel, PowerPoint, Teams, SharePoint), financial databases, and reporting applications is required. May also use standard office equipment such as printers, scanners, and multifunction devices.
- Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information, such as reports, memos, files, routine correspondence, and general operating manuals.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages.

Qualifications
A Bachelor's degree in Accounting, Finance, Information Technology, Computer Science, Mathematics, or a closely related field; plus two years of experience in a finance, accounting, or payroll role with a strong understanding of core finance processes (e.g., GL, AP, AR, fixed assets, budgeting). Qualifying experience must include working with cloud-based financial software such as Oracle ERP Fusion (preferred), Workday Financials, SAP S/4HANA Cloud, or Microsoft Dynamics 365 Finance. OR an equivalent combination of education, training and experience.
Preferred Qualifications:
- Experience in a role focused on financial system support, data governance, or business analysis.
- Knowledge of process mapping and workflow design.

City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
