POSITION SUMMARY
As the Payroll Supervisor, the position will oversee all aspects of payroll processing, ensuring accuracy, compliance, and timely payments for employees. They lead payroll staff, manage tax filings, and bridge HR, and Finance departments to align pay cycles, benefits, and labor regulations. The position will also collaborate with various departments to gather and validate payroll information and resolve payroll discrepancies.
ESSENTIAL DUTIES
· Manage bi-weekly payroll processing, including processing time entry from employees, tax payments, reporting, posting to the general ledger, and direct deposits.
· Ensure accuracy and compliance with applicable laws, regulations, and County policies while processing payroll.
· Administer and maintain payroll systems and ensure data integrity.
· Collaborate with HR, Financial Services, and other departments to gather and validate payroll information, such as new hires, terminations, promotions, and salary changes.
· Monitor and resolve payroll discrepancies; investigate and resolve issues promptly and accurately.
· Manage employee and position changes within the payroll system.
· Maintains and updates the payroll system as needed by creating pay codes, deductions, and other payroll elements. Ensures all system changes are accurately configured and compliant with Federal and State tax requirements.
· Generate payroll reports, including tax filings, benefits deductions, and other required reports, ensuring compliance with regulatory requirements.
· Ensure strict adherence to Federal, State, and local wage laws. Manage monthly, quarterly and year-end reporting, including W-2s and 1099s.
· Address employee inquiries and concerns related to payroll, providing exceptional customer service and support.
· Maintain confidentiality and data security standards for all payroll-related information.
· Stay updated on payroll regulations and trends, implementing necessary changes to ensure compliance and best practices.
· Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES
· In-depth knowledge of payroll processes, labor laws, taxation, and statutory compliance.
· Proficiency in payroll software and systems, with experience implementing and managing payroll systems.
· An understanding of financial principles and the ability to reconcile payroll with financial records.
· Strong attention to detail and accuracy in managing complex payroll calculation data.
PHYSICAL REQUIREMENTS
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, standing, walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken work levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining accuracy and thoroughness of the work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
EDUCATION AND EXPERIENCE
· Bachelor’s degree in accounting, finance, human resources or a related field.
· 5+ years of experience in payroll management or a similar accounting role, including supervisory or management roles.
· Tyler ERP (Munis) experience is preferred
LICENSE / CERTIFICATIONS and OTHER REQUIREMENTS
· All regular full-time and part-time employees of Spartanburg County are required by State law to participate in the South Carolina Retirement System.
· Possession of valid driver’s license issued in the state of South Carolina.
Pay: $67,378.00 per year
