Job Summary
The Behavioral Health Professional (BHP) serves as a licensed clinical provider responsible for delivering high-quality behavioral health services while providing clinical oversight in accordance with Arizona Department of Health Services (ADHS), Arizona Health Care Cost Containment System (AHCCCS), applicable state and federal regulations, and organizational policies. The BHP is responsible for conducting behavioral health assessments, developing and reviewing individualized treatment plans, supervising clinical documentation, providing staff training, conducting clinical record reviews, and ensuring services are medically necessary, person-centered, and compliant with regulatory standards.
The BHP promotes quality improvement, supports staff development, and collaborates with the multidisciplinary treatment team to ensure safe, effective, and recovery-oriented behavioral health services.
Clinical Assessment
- Complete comprehensive behavioral health assessments and biopsychosocial evaluations.
- Complete diagnostic assessments within scope of licensure.
- Evaluate risk factors including suicide, homicide, self-harm, abuse, neglect, and substance use.
- Determine medical necessity for behavioral health services.
- Identify client strengths, barriers, support systems, and treatment needs.
- Recommend the appropriate level of care and referrals when clinically indicated.
- Update assessments whenever significant clinical changes occur.
Treatment Planning
- Develop individualized, person-centered treatment plans with measurable goals and objectives.
- Ensure treatment plans address identified behavioral health and substance use needs.
- Review, approve, and sign treatment plans as required.
- Update treatment plans according to ADHS, AHCCCS, payer requirements, and organizational policy.
- Participate in multidisciplinary treatment planning meetings.
- Monitor progress toward treatment goals and revise plans as clinically indicated.
- Ensure discharge planning begins at admission and is incorporated throughout treatment.
Clinical Oversight
The BHP shall serve as the organization's Clinical Oversight designee and is responsible for maintaining the quality and integrity of clinical services.
Responsibilities include:
- Provide ongoing clinical consultation to behavioral health staff.
- Review clinical services to ensure medical necessity.
- Ensure interventions are evidence-based and clinically appropriate.
- Provide guidance regarding crisis intervention and clinical decision-making.
- Assist staff with complex clinical cases.
- Ensure compliance with organizational policies and procedures.
- Participate in quality improvement initiatives.
- Identify documentation deficiencies and develop corrective action plans.
- Maintain oversight documentation required by ADHS and AHCCCS.
Client File Review
Conduct routine clinical record reviews to ensure documentation quality and compliance.
Responsibilities include:
- Review client records at least every two (2) weeks or as required by agency policy.
- Verify assessments are complete and current.
- Review treatment plans for measurable goals and medical necessity.
- Ensure progress notes support billed services.
- Verify documentation is completed within required timeframes.
- Monitor required signatures and consents.
- Review discharge summaries for completeness.
- Ensure documentation meets ADHS, AHCCCS, HIPAA, and 42 CFR Part 2 requirements.
- Document findings and recommendations on Clinical Oversight Review Logs.
- Follow up to ensure identified deficiencies are corrected.
Staff Training and Development
- Provide clinical orientation for newly hired clinical staff.
- Conduct monthly clinical training sessions.
- Train staff on documentation standards and clinical best practices.
- Educate staff regarding ADHS and AHCCCS regulations.
- Provide instruction regarding trauma-informed care, recovery-oriented services, cultural competency, ethics, confidentiality, and person-centered treatment.
- Train staff on crisis intervention and mandatory reporting requirements.
- Maintain attendance records and training documentation.
- Provide individual coaching when documentation deficiencies are identified.
- Two or more years of outpatient behavioral health experience.
- Previous clinical oversight or supervisory experience.
- Experience with AHCCCS-funded behavioral health services.
- Experience preparing organizations for ADHS or AHCCCS audits.
- Knowledge of ASAM Criteria and DSM-5-TR.
- Experience with quality assurance and utilization review.
Preferred Qualifications
- Two or more years of outpatient behavioral health experience.
- Previous clinical oversight or supervisory experience.
- Experience with AHCCCS-funded behavioral health services.
- Experience preparing organizations for ADHS or AHCCCS audits.
- Knowledge of ASAM Criteria and DSM-5-TR.
