Executive Director Overview
The New Castle Housing Authority is seeking an experienced, visionary leader to serve as its next Executive Director. This position is responsible for the overall administration, financial management, strategic planning, and daily operations of the Authority's Public Housing, Housing Choice Voucher (Section 8), and related HUD-assisted programs.
The Executive Director works closely with the Board of Commissioners to establish organizational goals, ensure compliance with all federal, state, and local regulations, oversee agency finances and capital improvement projects, supervise staff, and build strong relationships with residents, community partners, and government agencies.
The ideal candidate is a collaborative leader with strong management, financial, and communication skills who is committed to providing quality affordable housing and exceptional public service. Experience with HUD programs, strategic planning, personnel management, and public administration is highly preferred.

Responsibilities
- Lead the overall operations and strategic direction of the Housing Authority.
- Administer Public Housing, Housing Choice Voucher (Section 8), and other HUD-assisted programs.
- Ensure compliance with HUD regulations, federal, state, and local laws, and agency policies.
- Prepare, manage, and monitor agency budgets, financial reports, audits, and grant funding.
- Develop and implement organizational policies, goals, and strategic initiatives.
- Oversee procurement, contract administration, and capital improvement projects.
- Supervise, mentor, and evaluate department managers and staff.
- Prepare agendas, reports, and recommendations for the Board of Commissioners and attend Board meetings.
- Ensure timely submission of all required HUD reports, plans, and regulatory filings.
- Serve as the Housing Authority's Contracting Officer and authorized representative with HUD.
- Foster positive relationships with residents, community organizations, local government officials, and partner agencies.
- Promote a culture of professionalism, accountability, and exceptional customer service.
- Represent the Housing Authority at community meetings, training sessions, and professional conferences.
- Ensure effective risk management, workplace safety, and compliance with Equal Employment Opportunity, Fair Housing, and other applicable regulations.
- Perform other duties as assigned by the Board of Commissioners.
Qualifications
Required:
- Bachelor's degree in Public Administration, Business Administration, Finance, Management, Urban Planning, or a related field (equivalent experience may be considered).
- Minimum of five (5) years of progressively responsible management or executive leadership experience.
- Strong financial management, budgeting, and organizational leadership skills.
- Excellent written, verbal, and interpersonal communication skills.
- Demonstrated ability to supervise, motivate, and develop staff.
- Ability to build effective working relationships with governing boards, employees, residents, government officials, and community partners.
- Proficiency with Microsoft Office Suite and standard business software.
- Valid driver's license with an acceptable driving record.
Preferred:
- Experience administering HUD Public Housing and/or Housing Choice Voucher (Section 8) programs.
- Knowledge of HUD regulations, procurement requirements, Fair Housing, and federal grant administration.
- Experience with strategic planning, capital improvement projects, and contract management.
- Familiarity with housing management software and HUD reporting systems (e.g., PIC/IMS, EIV, VMS, LOCCS, NSPIRE, PHAS, or SEMAP).
- Professional certifications related to public housing or affordable housing management are a plus.

Pay: $59,500.00 - $65,765.27 per year
