The California Department of Social Services (CDSS) is recruiting for an Analyst II in the Legal Division’s Legal Operations Branch (LOB). This position is located at headquarters in Sacramento.

This role offers the opportunity to directly shape the Legal Division’s fiscal and operational effectiveness. Under the direction of the Supervisor I, the Analyst II independently performs a wide range of complex and sensitive fiscal, analytical, programmatic, and operational assignments. The incumbent serves as the Division’s primary liaison to the Budget Bureau and leads budget coordination, analysis, and advisory services. This includes conducting complex fiscal and workload analyses; developing cost estimates and projections; supporting Budget Change Proposals (BCPs) and budget drills; monitoring expenditures; evaluating multi-year trends; and preparing detailed analytical reports and recommendations for management and executive review. The Analyst II coordinates directly with the Budget Bureau to support fiscal planning and decision-making. The Analyst II is the Subject Matter Expert and serves in a lead capacity over the Analyst I.
The Analyst II also leads coordination of the Division’s law library program, including needs assessments, inventory oversight, subscription and contract management, vendor coordination, and statewide ordering and distribution of materials. Additionally, the incumbent provides facilities coordination and operational support for the Division by serving as the primary point of contact for space management, maintenance needs, office moves, equipment assessments, and collaboration with the Business Services Bureau on facility-related projects. The position ensures continuity of critical functions, including maintaining a Local Emergency Coordinator assignment.
This position works closely with the Legal Division’s Management Team and staff statewide, as well as the Budget Bureau, Contracts Branch, Business Services Bureau, and external partners such as the Department of Finance and control agencies. Strong analytical abilities, organizational skills, and excellent interpersonal communication are essential.
