We're seeking a dynamic and detail-oriented individual to fill the role of Research Security Officer (RSO) at the University of Missouri - Kansas City (UMKC), a nationally recognized research institution. This is a unique opportunity to make a significant impact on the development, implementation, and monitoring of our university's research security program.
The RSO serves as a subject matter expert responsible for developing, implementing, and administering the university's research security, export controls, sanctions compliance, and risk management programs. The position works collaboratively with faculty, researchers, administrators, and institutional leadership to ensure compliance with federal regulations and sponsor requirements while supporting the university's mission of research, innovation, and global engagement.
The RSO provides strategic and operational oversight for activities related to research security, export controls, economic sanctions, foreign influence, international collaborations, controlled research, and emerging federal requirements. The position plays a key role in safeguarding the institution's research enterprise and maintaining eligibility for federal research funding.
Key Responsibilities Include
Research Security Program Administration
- Manage day-to-day operations of the university research security program.
- Review research activities, disclosures, international collaborations, and sponsored projects for research security risks.
- Implement procedures and controls necessary to meet federal research security requirements, including NSPM-33 and related agency mandates.
- Collaborate with sponsored programs, conflict of interest, information security, human resources, and legal counsel on research security matters.
Export Controls and Sanctions Compliance
- Administer the university export controls and sanctions compliance program.
- Provide guidance regarding ITAR, EAR, and OFAC regulations.
- Review agreements, shipments, international travel, visitors, and collaborations for export control implications.
- Coordinate export licensing activities and maintain required records.
Technology Control Plans and Controlled Research
- Develop, implement, and monitor Technology Control Plans (TCPs).
- Advise researchers regarding export-controlled information and Controlled Unclassified Information (CUI).
- Conduct audits and monitoring activities to evaluate compliance.
Due Diligence and Risk Assessment
- Conduct due diligence reviews for contract reviews, Visa, international travel, and international shipping requests.
- Evaluate foreign funding, partnerships, and international engagements for compliance risks.
Education and Outreach
- Develop and deliver training programs and compliance guidance.
- Serve as a trusted advisor to faculty, staff, and administrators.
Policy Development and Continuous Improvement
- Work with the UM System Director of Research Security and Compliance to develop and maintain policies, procedures, and standard operating practices.
- Monitor regulatory developments and emerging federal requirements.
