Position Summary
The VCDI Program Manager is responsible for the overall daily operations and performance of their assigned program. This role ensures the delivery of high-quality services that align with VCDI’s mission, vision, and values while promoting positive client outcomes.
The Program Manager leads through staff development, directly supervising staff, maintaining program structure, and ensuring effective execution of training and services. This role is accountable for client outcomes, staff performance, and the day-to-day success of the program.
The Program Manager reports to the CEO and/or COO.
Program Management Duties and ResponsibilitiesClient-Facing
- Ensure daily program activities support client growth, independence, and progress toward IPP objectives.
- Monitor, evaluate, and document individual client progress, including completion of annual reports and other required program documentation.
- Coordinate with Regional Center and other stakeholders in the implementation of client IPP objectives.
- Ensure clients are supervised appropriately and receive consistent, high-quality services.
- Address client-related concerns promptly and effectively, escalating when necessary.
Staff-Facing
- Lead staff development through training, feedback, and supervision.
- Directly supervise Vocational Support Mentors and ensure strong staff performance.
- Conduct regular 1:1 meetings with staff to support growth, accountability, and alignment with expectations.
- Foster a positive, team-centered environment that reflects VCDI’s values in daily operations.
- Address performance concerns through coaching and collaboration with the CEO and/or COO as needed.
Program Operations
- Own and manage all daily program operations, ensuring consistency, structure, and effectiveness.
- Ensure appropriate staff coverage, scheduling, and program flow.
- Maintain a safe, organized, and productive program environment.
- Identify and address operational challenges in real time.
Training Implementation
- Ensure staff are properly trained and consistently implementing all required training and program models.
- Reinforce training expectations through daily oversight and feedback.
- Identify staff training needs and communicate them to the CEO and/or COO.
- Ensure staff are prepared to manage behavioral challenges and crisis situations appropriately.
Compliance & Documentation
- Ensure all documentation is accurate, complete, and compliant with regulatory requirements.
- Maintain program readiness for audits and reviews at all times.
- Follow all policies, procedures, and regulatory standards in daily operations.
- Communicate compliance concerns or risks to the CEO and/or COO promptly.
Direct-Facing
- Provide direct supervision and support to clients as needed.
- Demonstrate sound judgment in behavioral crisis situations and emergency response.
- Model appropriate interactions and expectations for staff.
Supervisory Duties and Responsibilities
- Directly supervises Vocational Support Mentors.
- Participates in hiring processes and provides input on staffing decisions.
- Responsible for training, performance management, and staff development.
- Initiates disciplinary actions in collaboration with the CEO and HR.
- Ensures staff understand and follow all program expectations and regulations.
Education Requirements
- Bachelor’s Degree and a minimum of two years of experience in the management of human service delivery system OR
- Five years experience in a human service delivery system, including at least two years in a management/supervisory role.
- The Program Manager must complete 30 clock hours of CEUs every 24 months (VCDI is responsible for the cost of these hours).
Essential Requirements
- Must be 21 years of age
- Must be able to complete fingerprint clearance and standard criminal record statement
- Must complete a health screening and tuberculosis test within 12 months prior to employment or within seven days following employment.
- Must have proven experience in program development
- Must have proven experience in personnel development.
- Must have computer knowledge with an emphasis in document and spreadsheet creation.
- Must be able to develop a core understanding of Titles 17 and 22.
- Must possess a valid CA drivers license and be registered with CA DMV PULL.
- Must possess valid automobile insurance as required by CA law.
- Must be physically and mentally fit to work with individuals who can be potentially harmful to self and/or others.
- Must be able to meet or exceed VCDI functional capabilities standard physical.
- Must be certified, or able to gain certification within 90 days of hire, in CPI (or similar approved behavioral crisis intervention course).
- Must be able to, within 60 days of employment, or have successfully completed and maintained a recognized First Aid and Adult CPR certification.
- Must be able to obtain a water safety certification (if supervising participants utilizing a pool or other body of water from which rescue requires the rescuer’s ability to swim).
Language & Communication Requirements
- Ability to read and interpret program data, agency documentation, and regulatory materials.
- Ability to clearly and accurately summarize behavioral observations and write progress notes, semi-annual reports, and annual participant progress reports.
- Ability to collect, analyze, and interpret information related to service delivery, participant attendance, and participant satisfaction.
- Ability to prepare and produce required agency self-evaluations and reports for licensing and funding agencies.
- Ability to communicate effectively in both written and verbal formats with internal teams, external agencies, representatives, and other stakeholders, including presenting information clearly and professionally.
Physical Requirements
- Ability to move quickly, including forward, backwards and side to side in response to possible assault situations (if providing direct services to participants).
- Ability to stabilize others in their ambulation
- Ability to sit, stand, walk, jump and bend.
- Ability to hear and speak.
- Ability to use hands to handle, feel, and reach (sometimes overhead).
- Ability to lift 50 lbs routinely.

ADMINISTRATOR QUALIFICATIONS PER TITLE 22
When serving in the capacity of site administrator the program manager shall additionally (as required by Title 22):
- Be 21 years of age.
- Know the requirements for providing the type of care and supervision for participants, including communication with participants.
- Provide for continuous supervision of participants.
- Supervise the operation of the day program.
- Communicate with Community Care Licensing as required by applicable laws and regulations.
- Comply with applicable laws and regulations.
- Maintain or supervise the maintenance of financial and other records.
- Direct the work of others, when applicable.
- Recruit, employ, train, and evaluate qualified day program staff and terminate staff.
- Acknowledge the receipt of CCL’s correspondence, deficiency notices, and/or field reports when CCL has requested a response.
- Ensure the timely correction of all cited deficiencies.
- Adjust the program to accommodate the needs of all participants.
- Coordinate all activities and services.
- Provide initial orientation for all staff and ongoing educational and training programs for all direct care staff.
- Arrange for special provision for the care and supervision, including health, safety, and guidance of participants who have special needs (those who wander, maintain mechanical medical aids, monitor toileting schedules, and emergency information in large lettering or in braille and lights.
- Shall receive and document a minimum of 30 hours of continuing education every 24 months.
- Designate, or predesignate, a substitute administrator who meets the qualifications of Title 22, section 82065, and shall be capable of, and accountable for, the management and administration of the day program in compliance with applicable laws and regulations, in the event the administrator will not be present or contactable.
- Shall be at the program site the number of hours necessary to manage and administer the program in compliance with the applicable laws and regulations.
- When the administrator is absent for more than 30 consecutive days, designate a substitute administrator who meets the qualifications of Title 22, section 82065.
