About the Role:
- This position supports an active dry dock construction project at a large federal project on O'ahu. We are seeking an experienced Concrete Quality Manager to lead concrete quality control on active federal heavy civil and marine construction work. The project is already underway, and the initial quality setup has been carried forward; the current need is for a hands-on concrete quality professional who can take ownership of production tracking, testing, laboratory coordination, reporting, documentation, and contract compliance.
- This role is built for someone with concrete expertise, construction field experience, and disciplined follow-through: a person who can walk the work proactively through the Contractor Quality Control (CQC) program submittal review/approval process, requirements for preparatory, initial and follow up inspections, understand what is happening technically, manage the testing and reporting process, recognize nonconforming work early, and keep concrete quality records complete and ready for review.
- This is a federal project, and the position requires thorough sound judgment and discretion. Candidates should be comfortable discussing concrete design and methods, testing, quality control, and contract requirements without disclosing protected project details, design features, or schedule information.
Required:
- Current Professional Engineer (PE) license in a U.S. state or territory, unless the Contracting Officer approves equivalent proven experience.
- Minimum 10 years of hands-on experience in concrete quality control, materials, or construction on large-scale projects
- Experience on at least three (3) projects involving large water control features or similar heavy civil/mass concrete work
- Demonstrated ability to manage a concrete quality control program on complex construction work, including production tracking, field testing, laboratory testing, reporting, nonconformance control, rework tracking, and acceptance documentation.
- Strong working knowledge of concrete production, mix design requirements, batch plant operations, ready-mix delivery, placement, consolidation, curing, hot-weather protection, mass concrete controls, durability testing, and contract-based quality documentation.
- Hands-on experience with cast-in-place concrete, cast-in-place marine concrete, tremie concrete, mass concrete, concrete paving, concrete topping, and/or precast/prestressed concrete coordination.
- Ability to read and interpret construction specifications, approved submittals, RFIs, drawings, testing requirements, inspection requirements, and contract acceptance criteria.
- Ability to manage field technicians, laboratory personnel, inspectors, suppliers, subcontractors, and production staff while maintaining a clear line between quality oversight and production execution.
- Proficient in Microsoft Excel at a working level; able to maintain logs, sort/filter data, update tracking sheets, create charts, and add information without corrupting records.
- Strong written and or verbal communication skills; able to clearly communicate deficiencies, missing information, corrective actions, and follow-up items clearly and professionally with contractual citations.
- Valid driver's license with clean driving record
- Must be able to pass a federal background investigation, satisfy applicable Homeland Security screening requirements, and obtain a Defense Biometric Identification System (DBIDS) credential for access to the Federal Government Base.
- Must pass random drug testing, comply with military installation rules and access protocols, and work on site at Pearl Harbor, including occasional weekends, nights, or federal holidays as project demands require. Pay beyond 40 hours will be straight time hourly and in addition to holiday pay hours as this position is exempt.
- Must be able to lift up to 50lbs
Preferred Qualifications
- Prior experience on NAVFAC, USACE, DoD, Navy, or other federal construction projects with formal Contractor Quality Control (CQC) requirements.
- Current Construction Quality Management (CQM) for Contractors certification or prior completion of NAVFAC/USACE construction quality management training.
- Experience with the three phases of control, definable features of work (DFOWs), Government submittal processes, special inspection coordination, and federal quality documentation.
- Experience with ASTM C1077 accredited laboratories, CCRL-inspected laboratories, USACE Material Testing Center validation, NRMCA plant/truck certification, and concrete supplier quality processes.
- Marine, harbor, port, dry dock, drydocking facility, bridge, water-retaining, or heavy civil infrastructure experience.
- Experience with concrete durability requirements, including chloride ion testing, chloride penetration/diffusion testing, ASR mitigation/testing, shrinkage testing, temperature control, curing records, and long-term durability documentation.
- ACI, ICC, PCI, NRMCA, or similar concrete inspection, testing, plant, paving, or precast/prestressed credentials.
- US citizenship is helpful in obtaining DBIDS.
Pay: $150,000.00 - $180,000.00 per year
