General Job Description
The Highway O&M Engineer supports the planning and development of operations and maintenance strategies for highway, roadway and transportation infrastructure projects. The role involves reviewing technical documents, assisting with maintenance scope and cost development, and supporting multidisciplinary teams on project delivery and proposal efforts, and Public-Private Partnership (P3) projects.
Essential Functions

Support the review and analysis of RFPs, technical requirements, performance specifications, and contractual documents for highway O&M projects.

Assist in defining operations and maintenance scopes, assumptions, and risks for highways, roadways, bridges, and related transportation assets.

Review engineering drawings, reports, and asset data to support maintenance planning and cost development.

Prepare quantity take-offs and support development of unit cost estimates and lifecycle cost inputs.

Contribute to technical documentation and proposal materials, including maintenance approaches, work methods, staffing plans, and performance metrics.

Coordinate with engineers, estimators, and commercial teams to address technical questions and support bid schedules.

Maintain and update internal O&M templates, cost databases, and estimating tools.

Support ongoing improvement of O&M planning, estimating processes, and technical standards.
Knowledge, Skills, Abilities

Foundational understanding of transportation infrastructure, particularly highways, roadways, bridges

Ability to interpret engineering drawings, specifications, and technical reports.

Strong written communication skills with the ability to clearly present technical information.

Proficiency in Microsoft Office (Excel, Word, PowerPoint); experience with Bluebeam preferred.

Strong analytical skills, comfort working with data, spreadsheets, and basic cost or quantity analysis.

Strong organizational skills, attention to detail, and ability to manage multiple tasks under deadlines.

Collaborative mindset with a willingness to learn and grow in a fast-paced environment.
Requirements

Bachelor’s degree in civil engineering or Structural Engineering, , or Construction Management, or Engineer-in-Training (EIT) status (or equivalent field experience).

Prior academic or professional experience in highways, roadways, bridges design, construction, or maintenance.

Experience on P3 projects (strong plus; training provided if not).

Familiarity with cost estimating
